Oriental melon and rockmelon fruit from Korea: biosecurity import requirements draft report.
The draft report proposes that the importation of commercially produced greenhouse-grown oriental melon (Cucumis melo var. makuwa) and rockmelon fruit (Cucumis melo var. cantalupo) to Australia from all commercial production areas of the Republic of Korea be permitted, subject to a range of biosecurity requirements.

The draft report contains details of:
• pests that are of biosecurity concern to Australia that are potentially associated with the importation of commercially produced greenhouse-grown oriental melon and rockmelon fruit from the Republic of Korea;
• the risk assessments for the identified quarantine pests;
• the proposed risk management measures to reduce biosecurity risks to an acceptable level.

Proposed Finding That Lead Emissions From Aircraft Engines That Operate on Leaded Fuel Cause or Contribute to Air Pollution That May Reasonably Be Anticipated To Endanger Public Health and Welfare: In this action, the Administrator is proposing to find that lead air pollution may reasonably be anticipated to endanger the public health and welfare within the meaning of section 231(a) of the Clean Air Act. The Administrator is also proposing to find that engine emissions of lead from certain aircraft cause or contribute to the lead air pollution that may reasonably be anticipated to endanger public health and welfare under section 231(a) of the Clean Air Act. Entities potentially interested in this proposed action include those that manufacture and sell covered aircraft engines and covered aircraft in the United States and those who own or operate covered aircraft. As set out in the Animal Biosecurity Advice (Biosecurity Advices 2022 - DAWE), Australia's Department of Agriculture, Water and the Environment has released an Issues Paper as the first step in a biosecurity import risk analysis (BIRA) for the import of live sturgeon for aquaculture purposes. The BIRA will identify hazards of biosecurity concern associated with the importation of live sturgeon and risk assessments of hazards will be undertaken as required. The Issues Paper outlines processes to be followed and the hazard identification.

Trading partners will be informed of the release of the draft BIRA report in due course and will have the opportunity to provide additional comment at that time.

2022 Liquid Chemical Categorization Updates: The Coast Guard is proposing to align the Liquid Chemical Categorization tables with the 2020 Edition of the International Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk and the International Maritime Organization's Marine Environment Protection Committee's Circular 25. The updated tables would provide a list of the liquid hazardous materials and liquefied and compressed gases approved for international and domestic maritime transportation, and indicate how each substance is categorized by its pollution potential, safe carriage requirements, chemical flammability, combustibility, and compatibility with other substances. This advance notice of proposed rulemaking (ANPR) seeks input from stakeholders about how to update the United States Department of Agriculture (USDA) organic regulations on inert ingredients in pesticides used in organic production. The USDA Agricultural Marketing Service (AMS) seeks comments on alternatives to its existing regulations that would align with the Organic Foods Production Act of 1990 (OFPA) and the U.S. Environmental Protection Agency's (EPA) regulatory framework for inert ingredients. The Environmental Protection Agency (EPA) is proposing to amend the significant new use rules (SNURs) for certain chemical substances identified herein, which were the subject of one or more premanufacture notices (PMNs) and in some cases significant new use notices (SNUNs). This action would amend the SNURs to allow certain new uses reported in the SNUNs or PMNs without additional notification requirements and modify the significant new use notification requirements based on the actions and determinations for the SNUN or PMN submissions or based on the examination of new test data or other information. EPA is proposing these amendments based on our review of new and existing data for the chemical substances.

The National Highway Traffic Safety Administration (NHTSA) is proposing minor technical amendments to the test procedures for heavy-duty engines and vehicles to improve accuracy and reduce testing burden. These amendments affect the certification procedures for fuel efficiency standards and related requirements. These proposed amendments increase compliance flexibility, harmonize with other requirements, add clarity, correct errors, and streamline the regulations. Given the nature of the proposed changes, NHTSA does not expect either significant environmental impacts or significant economic impacts for any sector.
