The draft Law aims to establish the procedures for placing of plant protection products and agrochemicals on the market in accordance with the EU regulations in force. Its purpose is to define the terminology and basic concepts on the approval of active substances, antidotes and synergists contained in the preparative forms of plant protection products, to define unacceptable coformulants that cannot be contained in plant protection products, to harmonize the procedures for placing on the market of agrochemicals and to determine the procedure for handling hazardous substances. The draft Order is developed to improve the state regulation in the sphere of pesticides and agrochemicals taking into account the Regulation (EC) No 1107/2009 of the European Parliament and of the Council of 21 October 2009 concerning the placing of plant protection products on the market and repealing Council Directives 79/117/EEC and 91/414/EEC, Regulation (EU) 2019/1009 of the European Parliament and of the Council of 5 June 2019 laying down rules on the making available on the market of EU fertilising products and amending Regulations (EC) No 1069/2009 and (EC) No 1107/2009 and repealing Regulation (EC) No 2003/2003. It is established that all existing registrations of pesticides and agrochemicals in accordance with the Law of Ukraine "On Pesticides and Agrochemicals", which will be valid as of the date of entry into force of this Law, shall remain valid until their completion without the need for approval of the active substance. The draft Resolution of the Cabinet of Ministers of Ukraine "On Approval of the Technical Regulation on Ecodesign Requirements for Household Washing Machines and Household Washer-Dryers" is developed in order to ensure the implementation of ecodesign requirements in accordance with the updated EU legislation. The Technical Regulation corresponds to Commission Regulation (EU) No 2019/2023 of 1 October 2019 laying down ecodesign requirements for household washing machines and household washer-dryers pursuant to Directive 2009/125/EC of the European Parliament and of the Council, amending Commission Regulation (EC) No 1275/2008 and repealing Commission Regulation (EU) No 1015/2010. As of today, in Ukraine operates the Technical regulation on ecodesign requirements for household washing machines, approved by the Resolution of the Cabinet of Ministers of Ukraine of August 14, 2019 No. 738 that was developed pursuant to Commission Regulation (EU) No 1015/2010. Commission Implementing Regulation (EU) 2022/415 of 11 March 2022 concerning the authorisation of malic acid, citric acid produced by Aspergillus niger DSM 25794 or CGMCC 4513/CGMCC 5751 or CICC 40347/CGMCC 5343, sorbic acid and potassium sorbate, acetic acid, sodium diacetate and calcium acetate, propionic acid, sodium propionate, calcium propionate and ammonium propionate, formic acid, sodium formate, calcium formate and ammonium formate, and lactic acid produced by Bacillus coagulans (LMG S-26145 or DSM 23965), or Bacillus smithii (LMG S-27890) or Bacillus subtilis (LMG S-27889) and calcium lactate as feed additives for all animal species.
(...) The European Food Safety Authority ('the Authority') concluded in its opinion of 29 January 2014 that, under the proposed conditions of use, DL-malic acid does not have an adverse effect on animal health, consumer safety or the environment. (...)

The draft Order of the Ministry of Energy of Ukraine "On Approval of the Technical Regulation on Energy Labelling of Refrigerating Appliances" is developed in order to regulate the requirements for energy labelling of refrigerating appliances in accordance with the updated EU legislation, as well as to provide consumers with information on the level of efficiency of energy consumption by refrigerating appliances and additional information that will enable consumers to choose the most energy efficient products. The draft Order corresponds to Commission Delegated Regulation (EU) 2019/2016 of 11 March 2019 supplementing Regulation (EU) 2017/1369 of the European Parliament and of the Council with regard to energy labelling of refrigerating appliances and repealing Commission Delegated Regulation (EU) No 1060/2010. It is established that refrigeration appliances placed on the market before the entry into force of this Order, which do not meet all or some of the requirements Technical regulation for energy labelling of refrigeration appliances, approved by this Order, may be placed on the market within one year from the date of entry into force of this Order. Commission Implementing Regulation (EU) 2022/537 of 4 April 2022 concerning the authorisation of a preparation of lemon extract as a feed additive for all animal species.
(...) The European Food Safety Authority ('the Authority') concluded in its opinion of 29 September 2021 that, under the proposed conditions of use, the preparation of lemon extract does not have adverse effects on animal health, consumer health or the environment. (...)

Commission Implementing Regulation (EU) 2022/633 concerning the authorisation of a preparation of Lactiplantibacillus plantarum DSM 26571 as a silage additive for all animal species. (...) The European Food Safety Authority ('the Authority') concluded in its opinion of 29 September 2021 that, under the proposed conditions of use, the preparation of Lactiplantibacillus plantarum DSM 26571 does not have an adverse effect on animal health, consumer safety or the environment. In order to approximate Ukrainian legislation to the legislation of the European Union in terms of conformity assessment of agricultural and forestry vehicles, legalization of their authorization to the market, commissioning and safety of its use Ukraine, it is necessary to implement progressive approaches to type approval and market surveillance of agricultural and forestry vehicles, tested by the European community, with further development of harmonized requirements for braking system, functional safety and vehicle design, as well as development of harmonized administrative requirements for type approval and market surveillance of agricultural and forestry vehicles and requirements for environmental protection and operation of agricultural and forestry vehicles. It is established that the placing on the market and/or putting into operation of agricultural and forestry vehicles that have passed the procedure for conformity assessment with the Technical Regulation on type-approval of agricultural or forestry tractors, their trailers and interchangeable towed machinery, together with their systems, components and separate technical units (...) (notified as G/TBT/N/UKR/63), may not be prohibited or restricted for reasons of non-compliance with the Technical Regulation approved by this Resolution. (...)

Commission Implementing Regulation (EU) 2022/652 concerning the authorisation of bitter orange extract as a feed additive for certain animal species. (...) The European Food Safety Authority ('the Authority') concluded in its opinion of 23 June 2021 that, under the proposed conditions of use, bitter orange extract does not have adverse effects on animal health, consumer health or the environment. Commission Implementing Regulation (EU) 2022/653 concerning the authorisation of a preparation of the leaves extract of Melissa officinalis L. as a feed additive for all animal species. (...) The European Food Safety Authority ('the Authority') concluded in its opinions of 28 January 2020 and 29 September 2021 that, under the proposed conditions of use, the preparation of the leaves extract of Melissa officinalis L. does not have adverse effects on animal health, consumer health or the environment. (...)

"On approval of the Technical Regulation establishing ecodesign requirements for light sources and separate control gears": This Technical Regulation will establish ecodesign requirements for placing on the market of light sources and separate control gears. The requirements will also apply to light sources and separate control gears placed on the market as part of a product. The Technical Regulation is based on Commission Regulation (EU) 2019/2020 of 1 October 2019 laying down ecodesign requirements for light sources and separate control gears pursuant to Directive 2009/125/EC of the European Parliament and of the Council and repealing Commission Regulations (EC) No 244/2009, (EC) No 245/2009 and (EU) No 1194/2012. The adoption of the Technical Regulation is aimed at ensuring the improvement of energy and environmental characteristics for light sources and separate control gears, which as a result will allow gradually displace from the market the most energy-intensive products and products with the greatest negative impact on the environment, in accordance with the updated EU legislation.
