The draft Law aims to establish the procedures for placing of plant protection products and agrochemicals on the market in accordance with the EU regulations in force. Its purpose is to define the terminology and basic concepts on the approval of active substances, antidotes and synergists contained in the preparative forms of plant protection products, to define unacceptable coformulants that cannot be contained in plant protection products, to harmonize the procedures for placing on the market of agrochemicals and to determine the procedure for handling hazardous substances. The draft Order is developed to improve the state regulation in the sphere of pesticides and agrochemicals taking into account the Regulation (EC) No 1107/2009 of the European Parliament and of the Council of 21 October 2009 concerning the placing of plant protection products on the market and repealing Council Directives 79/117/EEC and 91/414/EEC, Regulation (EU) 2019/1009 of the European Parliament and of the Council of 5 June 2019 laying down rules on the making available on the market of EU fertilising products and amending Regulations (EC) No 1069/2009 and (EC) No 1107/2009 and repealing Regulation (EC) No 2003/2003. It is established that all existing registrations of pesticides and agrochemicals in accordance with the Law of Ukraine "On Pesticides and Agrochemicals", which will be valid as of the date of entry into force of this Law, shall remain valid until their completion without the need for approval of the active substance. Measure description Coverage of the measure
The draft Law aims to establish the procedures for placing of plant protection products and agrochemicals on the market in accordance with the EU regulations in force. Its purpose is to define the terminology and basic concepts on the approval of active substances, antidotes and synergists contained in the preparative forms of plant protection products, to define unacceptable coformulants that cannot be contained in plant protection products, to harmonize the procedures for placing on the market of agrochemicals and to determine the procedure for handling hazardous substances. In order to approximate Ukrainian legislation to the legislation of the European Union in terms of conformity assessment of agricultural and forestry vehicles, legalization of their authorization to the market, commissioning and safety of its use Ukraine, it is necessary to implement progressive approaches to type approval and market surveillance of agricultural and forestry vehicles, tested by the European community, with further development of harmonized requirements for braking system, functional safety and vehicle design, as well as development of harmonized administrative requirements for type approval and market surveillance of agricultural and forestry vehicles and requirements for environmental protection and operation of agricultural and forestry vehicles. It is established that the placing on the market and/or putting into operation of agricultural and forestry vehicles that have passed the procedure for conformity assessment with the Technical Regulation on type-approval of agricultural or forestry tractors, their trailers and interchangeable towed machinery, together with their systems, components and separate technical units (...) (notified as G/TBT/N/UKR/63), may not be prohibited or restricted for reasons of non-compliance with the Technical Regulation approved by this Resolution. (...)

In order to approximate Ukrainian legislation to the legislation of the European Union in terms of conformity assessment of agricultural and forestry vehicles, legalization of their authorization to the market, commissioning and safety of its use Ukraine, it is necessary to implement progressive approaches to type approval and market surveillance of agricultural and forestry vehicles, tested by the European community, with further development of harmonized requirements for braking system, functional safety and vehicle design, as well as development of harmonized administrative requirements for type approval and market surveillance of agricultural and forestry vehicles and requirements for environmental protection and operation of agricultural and forestry vehicles.
