Notification of Emergency Measures for Plant Quarantine Requirements for Import of Pinus spp. in Countries Suffering from Bursaphelenchus lignicolus.
In order to prevent the introduction of Bursaphelenchus xylophilus in imported Pinus spp. into China, General Administration of Customs has decided to, from February 1, 2022, adopt the following quarantine measures for imported Pinus spp. (including logs and sawn timbers) from countries identified as occur areas of Bursaphelenchus xylophilus (Canada, Japan, South Korea, Spain, Mexico, Portugal and the United States):
1. Laboratory testing and quarantine treatment before export Logs: Before export, the plant quarantine department of the exporting country shall conduct sampling and laboratory testing of Bursaphelenchus xylophilus for every batch of logs exported to China. Where Bursaphelenchus xylophilus is detected, such batch of logs shall not be exported to China; where Bursaphelenchus xylophilus is not detected, before export, such batch of logs shall be subject to fumigation by methyl bromide and sulfuryl fluoride to kill the forest pests such as long-horned beetles.
2. Sawn timbers: Before export, each batch of sawn timbers to be expoted shall be subject to heat treatment to kill forest pests such as Bursaphelenchus xylophilus and long-horned beetles; where the heat treatment is not carried out, the samples shall be taken for the detection of Bursaphelenchus xylophilus; where Bursaphelenchus xylophilusis detected, such batch of sawn timbers shall not be exported to China, where Bursaphelenchus xylophilus is not detected, such batch of sawn timbers shall be subject to fumigation.

Bursaphelenchus xylophilus is a very important quarantine nematode that seriously endangers the safety of pine forests of China. Since its outbreak in China in 1982, Bursaphelenchus xylophilus epidemic has spread quickly and caused serious damages. In order to prevent the continuous spread of the Bursaphelenchus xylophilus epidemic, China has taken strict management and control measures, strengthened control of wood infected with Bursaphelenchus xylophilus and its products, and strictly conducted the harmless disposal of wood infected with Bursaphelenchus xylophilus. The Pinus spp.in the occur areas shall not be transported out of the occur areas. Instead, it shall be pulverized, sliced, or destroyed on the spot. Since 2020, China Customs has detected live Bursaphelenchus xylophilus in imported Pinus spp. many times, posing a serious threat to forestry production and ecological security of China. These Emergency Measures are issued to prevent the introduction of Bursaphelenchus xylophilus in the imported Pinus spp..

The provisions established in the text will apply to all natural or legal persons conducting research into genetic improvement and evaluating, producing, importing and/or exporting products that have been obtained through the use of innovative genetic improvement techniques deriving from modern biotechnology, where the end product does not contain foreign genetic material.

Draft Resolution "establishing the conditions for the entry into the country of animals, plants and their products for which there are no sanitary and/or phytosanitary import requirements, and issuing other provisions".
The risk analysis process is a technical scientific procedure conducted in accordance with international standards to establish animal health or phytosanitary conditions or requirements for the entry of animals, plants and their products and to facilitate trade. It is therefore necessary to define and adopt new guidelines for the establishment of such requirements at the national level, which should address the current global uncertainty surrounding food insecurity, climate change and other global challenges for accessing new markets, be in line with the guidelines established by the World Trade Organization and the relevant international agreements, and take into account the technical rigour required for such processes. In light of the above, the draft Resolution, which seeks to establish the conditions for the entry into the country of animals, plants and their products for which there are no sanitary and/or phytosanitary import requirements, is being submitted.

The draft Resolution of the Cabinet of Ministers of Ukraine "On Approval of the Technical Regulation on Ecodesign Requirements for Household Dishwashers" is developed to improve energy and environmental characteristics of household dishwashers and to ensure the implementation of ecodesign requirements in accordance with the updated EU legislation. The Technical Regulation corresponds to Commission Regulation (EU) 2019/2022 of 1 October 2019 laying down ecodesign requirements for household dishwashers pursuant to Directive 2009/125/EC of the European Parliament and of the Council amending Commission Regulation (EC) No 1275/2008 and repealing Commission Regulation (EU) No 1016/2010. As of today, in Ukraine operates the Technical regulation on ecodesign requirements for household dishwashers, approved by the Resolution of the Cabinet of Ministers of Ukraine of August 14, 2019 No. 736 that was developed pursuant to Commission Regulation (EU) No 1016/2010 of 10 November 2010 implementing Directive 2009/125/EC of the European Parliament and of the Council with regard to ecodesign requirements for household dishwashers. The draft Resolution of the Cabinet of Ministers of Ukraine "On Approval of the Technical Regulation on Ecodesign Requirements for Household Dishwashers" is developed to improve energy and environmental characteristics of household dishwashers and to ensure the implementation of ecodesign requirements in accordance with the updated EU legislation.
