5.1 Plants, plant pests and soil: Import…
5.1 Plants, plant pests and soil: Import licences, supported by phytosanitary certificates, are required for import of plants. Prior authorizations are required for import of plant pest or soil. Plant quarantine requirements are provided under the Plant (Importation and Pest Control) Ordinance (Cap. 207) administered by the Agriculture, Fisheries and Conservation Department. All principles and procedures are based on the Plant Protection Agreement for the Asia and Pacific Region and the International Plant Protection Convention (IPPC).

To prevent the spread of plant pest in compliance with the recommendations of the Plant Protection Agreement for the Asia and Pacific Region and the IPPC.
Measure description Coverage of the measure
5.1 Plants, plant pests and soil: Import licences, supported by phytosanitary certificates, are required for import of plants. Prior authorizations are required for import of plant pest or soil. Plant quarantine requirements are provided under the Plant (Importation and Pest Control) Ordinance (Cap. 207) administered by the Agriculture, Fisheries and Conservation Department. All principles and procedures are based on the Plant Protection Agreement for the Asia and Pacific Region and the International Plant Protection Convention (IPPC).
"Plant" including timber, trees, shrubs, leaves, roots, flowers, fruits, tubers, bulbs, corms, stocks, cuttings, layers, slips, suckers, seeds, and any part of a plant whether or not intended for growing, planting or propagation or from which further plants may be grown, planted or propagated;"Plant pest": any bacterium, fungus, virus, mycoplasma, alga or other plant or any invertebrate animal which is capable of being injurious or destructive to plants; and "Soil" including earth, sand, clay and peat.

Red Clover Silage Measure 2022: (...) Red clover is a high yielding legume which converts atmospheric Nitrogen into a plant usable form. Due to its Nitrogen fixing ability red clover silage is higher in protein than conventional silage and combined with its ability to yield over 14t DM/ha should allow farmers to reduce their concentrate feed bills. This measure was anticipated to have a positive impact on targets set under the EU Farm to Fork and Biodiversity Strategies, the Water Framework Directive and the Nitrate's Directive.

Measure description Coverage of the measure
Red Clover Silage Measure 2022: (...) Red clover is a high yielding legume which converts atmospheric Nitrogen into a plant usable form. Due to its Nitrogen fixing ability red clover silage is higher in protein than conventional silage and combined with its ability to yield over 14t DM/ha should allow farmers to reduce their concentrate feed bills. This measure was anticipated to have a positive impact on targets set under the EU Farm to Fork and Biodiversity Strategies, the Water Framework Directive and the Nitrate's Directive.
The measure was operated through Agri-retailers/Co-ops who discounted the price of each bag of red clover silage seed on receipt of an approval letter from applicants participating in the measure. The Agri-retailer/Co-op was then re-imbursed by the Department of Agriculture Food & the Marine

5.2. Endangered species of animals and plants: Import licences are required for the import of (a) endangered species listed in Appendix I of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), whether alive, dead, parts or derivatives, and (b) live endangered species of wild origin in CITES Appendix II.

Decision making in these areas will be supported by projects carried out by the EMFAF Marine Biodiversity Scheme.
