12. Nuclear fuel, debris and waste: The purpose of the regime is to institute controls on the source, nature and destination of nuclear fuel, debris and waste from nuclear facilities within the framework of the Non Proliferation Treaty and bilateral cooperation agreements. Applications for authorization are examined by the Federal Energy Office (which has the authority to grant the licence) and the Federal Nuclear Safety Inspectorate (responsible for the transport of class 7 dangerous goods).

14. Reduction of risks relating to the use of certain particularly dangerous substances, preparations and articles (mercury): In order to implement the Minamata Convention on Mercury, ratified by Switzerland on 25 May 2017, which seeks to establish measures aimed at regulating the supply and demand of mercury at international level, the legislation on chemical products was amended so as to introduce a control system for imports of mercury, mercury compounds and mercury alloys. These products can only be imported after import authorization has been issued. Certain exceptions to this rule may, however, apply where the products concerned are imported for research and development purposes.

15. Transboundary movements of wastes (Basel Convention): As a State party to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal and as a member country of the Organization for Economic Co-Operation and Development (OECD), Switzerland implements the relevant provisions through the Ordinance on the control of movements of wastes (OMoD, RS 814.610). This means that wastes may be imported only with the approval of the Federal Office for the Environment (OFEV), https://www.bafu.admin.ch/bafu/fr/home.html) if the necessary conditions are met.

1.1. Live hydrobiological species: The hydrobiological species authorized for import are those which, in accordance with Article 13 of Supreme Decree No. 430 of 1991 of the Ministry of the Economy, Development and Tourism (MINECON), are included in the list published annually by the Undersecretariat of Fisheries (SSP Resolution No. 3189 of 2019). It should be noted that the list describes the farming conditions and authorized uses for some such species.

1.2. Biological or pathological material: To import biological material or pathological material, the interested party must complete a form including all the information required by the office of the National Fisheries Service (SERNAPESCA). (...) Where appropriate, it must also be reported if they are genetically modified organisms.

5.2. Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES): The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) is a multinational United Nations convention that aims to regulate international trade in wild animal and plant species so that such trade does not represent a risk to the survival of these species.

5.4. Genetically modified organisms (GMOs): The importation of genetically modified propagation material is regulated by Resolution No. 1.523 of 2001, which establishes rules for the entry and introduction into the environment of living modified plant propagation organisms in a confined manner.

13. Radioactive materials: The purpose of the regime is to verify the source, nature and destination of the radioactive materials subject to authorization. The authorizations are issued by the Federal Office for Public Health (OFSP) (...)

3. Ozone-depleting substances – ODS - (controlled substances): The import of ozone-depleting substances (ODS) is subject to licensing. In the context of the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol on the substances that deplete the ozone layer, the European Commission issues ODS licences based on applications submitted via the ODS Licensing System. Imports (as well as exports) of controlled substances, referred to hereby as ozone depleting substances (ODS) and products and equipment containing or relying on ODS are prohibited. However, there are exemptions to this prohibition.

4. Fluorinated gases including hydrofluorocarbons (HFCs): Companies must have a prior valid registration in the F-Gas Portal and HFC Licensing System (the registry) to import and export fluorinated gases (f-gases) into and from the European Union above the quantities set out under Article 19 of the F-gas Regulation. A valid registration equals to a licence to import and export these gases, as required under the Montreal Protocol. In addition, for import of bulk hydrofluorocarbons (HFCs) it is a requirement that the quantity of HFCs placed on the market are covered by quota on an annual basis. (...)
