STANDARDS (COMPULSORY STANDARDS) REGULATIONS, 2023 (Published on 23rd June 2023): These Regulations shall apply to: a. Procedures for inspection, testing and certification of products that are imported into Botswana in a manner consistent with the provisions of the TBT Annex to the SADC Trade Protocol and the WTO/TBT Agreement Principles; b. Procedures for inspection, testing and certification of products that are locally manufactured in Botswana in a manner consistent with the provisions of the TBT Annex to the SADC Trade Protocol and the WTO/TBT Agreement Principles; and c. the protection for human safety or health, environmental protection, legitimate security interests and prevention of deceptive practices.

Proposed Regulations Amending the Passenger Automobile and Light Truck Greenhouse Gas Regulations: he Passenger Automobile and Light Truck Greenhouse Gas Emission Regulations have established progressively more stringent greenhouse gas emission standards for new light-duty vehicles since the 2011 model year.

In the December 2020 Strengthened Climate Plan, the Government announced its intention to improve the efficiency of light-duty vehicles in the post-2025 period by aligning with the most stringent standards in North America. Proposed Regulations Amending the Passenger Automobile and Light Truck Greenhouse Gas Regulations: he Passenger Automobile and Light Truck Greenhouse Gas Emission Regulations have established progressively more stringent greenhouse gas emission standards for new light-duty vehicles since the 2011 model year.

Single-Use and Plastic Waste Prevention Regulation: The Single-Use and Plastic Waste Prevention Regulation (the Regulation) 1. Prohibits: • single-use plastic shopping bags including those made from compostable and biodegradable plastics; • food service providers from using foodservice packaging (e.g., containers, cartons, egg cartons, cups, plates, bowls, trays, meat trays and film wrap) made from compostable plastics, biodegradable plastics polystyrene foam, PVC (polyvinylchloride) and PVDC (polyvinylidene chloride) to package prepared food and beverages for sale in B.C. (...) The objective of the Regulation is to prevent single-use and plastic pollution by eliminating or restricting the sale and distribution of oxo-degradable plastic and three categories of single-use plastic items in British Columbia that pose a threat to the environment, are hard to recycle, and have readily available alternatives. A Science Assessment of Plastic Pollution prepared by the Government of Canada and published in 2020 found that macroplastics in the environment pose a threat of harm to wildlife and their habitat, and recommended action to reduce macroplastics that end up in the environment. Research indicates that they are not suitable for composting or anaerobic digestion processing, do not breakdown in landfills or if littered in marine environments, and are not suitable for recycling. In addition, there are potential toxic effects on soils from the residual additives.

The proposed Regulations are therefore designed as a single vehicle to manage the risks associated with multiple ecological and health toxic substances in products. The proposed Regulations also include general provisions for permits and record keeping.
