Biofertilizers , known as microbial products, act as nutrient suppliers and soil conditioners that lower agricultural burden and conserve the environment. Good soil condition is imperative to increased crop production, as well as human and/or animal health welfare. Thus, the materials used to sustain good soil condition, are treated as environmental matters. However, there are still some problems to be met on the use of microbial products. More precise quality control must be made in favour of the customers. With this in mind, we will do our best to develop better production techniques and to improve the management system for microbial products.

Although the effects of biofertilizers are different among nations due to variances in climate and soil conditions, the importance of biofertilizers on environmental conservation in the 21st century must not be ignored. In the same manner, various biotechnologies should be accepted for increasing the biofertilizers effects with concern for the environment.

The Department Circular prescribes the adoption of the following guidelines to effectively implement to the Philippine National Standard Specification of Biofuels (PNS) for Coconut Methyl Ester:
1. Only Coconut Methyl Ester conforming to the PNS/DOE QS 002:2021 shall be manufactured, sold, offered for sale, dispensed, or introduced into commerce in the Philippines.
2. It shall be the responsibility if the Accredited Biodiesel Producer to ensure that all coconut Methyl Ester deliveries are accompanied by a Certificate of Quality to be issued by same, indicating full PNS compliance o the delivered Coconut Methyl Ester.

The Department Circular prescribes the adoption of the following guidelines to effectively implement to the Philippine National Standard Specification of Biofuels (PNS) for Coconut Methyl Ester:

This includes proposals for a mandatory product stewardship scheme for refrigerants, and stepped prohibitions on both the import and sale of goods containing hydrofluorocarbon (HFC) refrigerants (referred to as pre-charged equipment). A proposed prohibition on the import and sale of pre‐charged equipment would ensure that the use of refrigerants with high global warming potentials (GWPs) would not continue once alternatives are available, while a phased approach would also avoid the need to immediately transition to lower‐GWP alternatives and address the financial burden associated with transitioning equipment. These proposed prohibitions would work by imposing a GWP limit on specific classes of goods after specific dates. After these dates, the described goods would not be able to be imported or sold if they contained a HFC refrigerant with a GWP at or above the specified level.
