5.1. Wood materials: DENR Administrative Order (DAO) No. 2021-06 or the 'Revised Regulations Governing the Entry and Disposition of Imported Wood Products' provides for the basic policy, scope and general provision of the regulations that include the persons authorized to import wood materials, the documents required as well as the issuing authorities for the import authority. This policy is issued in order to provide a mechanism to effectively monitor the importation of wood materials, alongside with the existing import guidelines and procedures functions of the Bureau of Customs (BOC) and the Bureau of Plant Industry's National Plant Quarantine Services Division (BPI-NPQSD), and DENR policy on wood industry rationalization and development.

To import wood materials, as a stop-gap measure to ensure a continuous supply of wood raw materials, until such time that local supply from tree plantations can adequately meet the local needs; augment local sources in order to utilize existing wood processing plant capacities; enable wood-based industries including the furniture and other downstream wood industries to generate employment and income.

Recyclable materials containing hazardous substances: Importation clearance is required for the importation of recyclable materials containing hazardous substances to prevent the entry, and/or transit, as well as keeping for storage and disposal of hazardous waste into the country to protect the environment. It serves as a stop gap measure to support the recycling industry in the Philippines. The importation clearance is only issued to registered importer in the Department of Environment and Natural Resources (DENR) through its Environmental Management Bureau-Central Office (EMB-CO).

10.3.1. Certificate of Authority in Import (CAI)…
10.3.1. Certificate of Authority in Import (CAI) for Used Motor Vehicles, Parts and Components: Pursuant to Executive Order (EO) 156, as amended by EO 877-A, importation of used motor vehicles into the Philippines is prohibited, except those expressly enumerated therein. Those exempted from the prohibition may be imported subject to prior import clearance from the Department of Trade and Industry's Fair Trade Enforcement Bureau (DTI-FTEB). Likewise, importation of used engines, parts and components of all motor vehicles is regulated and needs prior import clearance from the DTI-FTEB. Regulated used motor vehicles, engines, parts and components are those items falling under heading 87.02 to 87.08 of the Association of Southeast Asian Nations (ASEAN) Harmonized Tariff Nomenclature (AHTN). Please see Annexes K.1 – K.8 for reference. Applications for authority to import regulated used motor vehicles, used engines, parts and components shall be submitted to the DTI-FTEB prior to shipment of goods from the country of origin to the Philippine customs territory.

To protect the Philippine environment, reduce air pollution, and comply with the Philippine Clean Air Act (CAA) of 1999 by regulating the import of used motor vehicles.
Measure description Coverage of the measure
10.3.1. Certificate of Authority in Import (CAI) for Used Motor Vehicles, Parts and Components: Pursuant to Executive Order (EO) 156, as amended by EO 877-A, importation of used motor vehicles into the Philippines is prohibited, except those expressly enumerated therein. Those exempted from the prohibition may be imported subject to prior import clearance from the Department of Trade and Industry's Fair Trade Enforcement Bureau (DTI-FTEB). Likewise, importation of used engines, parts and components of all motor vehicles is regulated and needs prior import clearance from the DTI-FTEB.
