Draft Commission Regulation amending Annex II to Regulation (EC) No 1107/2009 as regards specific criteria for the approval of active substances that are micro-organisms: This draft Commission Regulation includes the amendments of the approval criteria of microbial active substances set in Annex II to Regulation (EC) No 1107/2009 which needed to be complemented in order to appropriately reflect the particularities of micro-organisms.
The Farm to Fork Strategy aims, among others, at reducing dependency on chemical pesticides, also by facilitating the placing on the market of biological active substances, including micro-organisms. To support this objective, this Regulation aims at specifying approval criteria for microbial active substances in Annex II to Regulation (EC) No 1107/2009, in order to appropriately reflect the particularities of microbial active substances, which are different from chemical substances. Draft Commission Implementing Regulation amending Implementing Regulations (EU) No 2015/1295 and No 540/2011 as regards the conditions of approval of the active substance sulfoxaflor: This draft Commission Implementing Regulation provides that the approval conditions of the active substance sulfoxaflor are amended in accordance with Regulation (EC) No 1107/2009 based on the evaluation of confirmatory data as required in Regulation (EU) 2015/1295 of 27 July 2015 approving the active substance sulfoxaflor for use in the EU. Existing authorised plant protection products containing sulfoxaflor will be reviewed in accordance with the restriction set in this act.
This decision however only concerns the placing on the market of this substance. Following restriction of the approval and the consequent expiry of all grace periods for stocks of products, separate legal action will likely be taken on Maximum Residue Levels and a separate notification will be made in accordance with SPS procedures in due time. |

Draft Commission Delegated Regulation amending Annexes II, III and IV to Regulation (EU) 2019/1009 of the European Parliament and of the Council for the purpose of adding recovered high purity materials as a component material category in EU fertilising products: The draft Delegated Regulation will allow the use of salts of ammonia, salts of sulphate, elemental sulphur, calcium carbonate or calcium oxide of a high purity of 95% in EU fertilising products. All these materials have an important market demand and have proven their high agronomic value during a long history of use in the field. (...) The Commission Delegated Regulation will extend the harmonisation rules in the field of fertilising products, thus creating new opportunities for the recovery of waste and reinforcing the circular economy.

Following the recommendations highlighted during the evaluation the proposal covers: (...) Clarifications on a number of requirements on "traditional machinery" related to installation of lifting appliances, slow speed lifts, seating, protection against hazardous substances, overhead power lines and vibration from portable handheld and hand guided machinery (...) The main objective is the protection of health and safety of persons and, where appropriate, domestic animals or plants and property and, where applicable, the environment. Based on the evaluation of the Machinery Directive 2006/42/EC, new generation of digitalised machinery products, e.g. internet connected machinery or machinery with learning capacities, may entail new risks for the health and safety of persons, domestic animals and property and the environment. |

Proposal for a Directive of the European Parliament and of the Council amending Directive 2014/53/EU on the harmonisation of the laws of the Member States relating to the making available on the market of radio equipment (COM/2021/547 final): This proposal for amendment of Directive 2014/53/EU concerns the harmonisation of the charging receptacle and charging technology for mobile phones and similar electronic devices. It also concerns the introduction of information requirements for manufacturers regarding the charging characteristics of the device, and mandates manufacturers to, at least, offer an unbundled version of their electronic devices (meaning to sell the equipment unbundled without the External Power Supply or propose both options bundled and unbundled) . The scope of devices concerned include mobile phones, tablets, headphones, headsets, digital cameras, portable speakers and handheld video game consoles.

Draft Commission Regulation on recycled plastic materials and articles intended to come into contact with foods, and repealing Regulation (EC) No 282/2008: This draft Commission Regulation concerns the placing on the market of plastic materials and articles with recycled/secondary plastic content intended for use in contact with food. It sets out rules for the manufacture thereof, suitable recycling technologies, recycling processes, recycling installations, plastic waste, collection and sorting of plastic input and the decontamination thereof, and the use of the plastic output, quality control, registration of business operators and enforcement, with the purpose to ensure that the recycled content in the final plastic materials and articles intended for contact with food do not cause harm to the consumers of those foods, or change their quality or organoleptic properties. The Regulation repeals Regulation (EC) No 282/2008, which it will replace.
