Draft Commission Delegated Regulation (EU) …/... of XXX supplementing Regulation (EU) 2018/848 of the European Parliament and of the Council with rules on the official controls in respect of consignments of organic products and in-conversion products intended for import into the Union and on the certificate of inspection: This draft regulation sets out the rules for the certificate of inspection, a document that must accompany each consignment of organic products imported into the EU, and the official controls to be carried out by EU Member States before releasing organic products originating in third countries for free circulation into the Union. In addition, the draft regulation establishes the information a competent authority, control authority or control body in a third country must provide in the event that consignments are found to be non-compliant before the release for free circulation of the relevant products.

Draft Commission Implementing Regulation (EU) …/… of XXX laying down rules on documents and notifications required for organic and in-conversion products intended for import into the Union: This draft Commission Implementing Regulation sets the rules for specific operators in respect to the entry and the release for free circulation into the European Union of organic products originating in third countries.

This act is complementary with the draft Commission Delegated Regulation (EU) …/... of XXX supplementing Regulation (EU) 2018/848 of the European Parliament and of the Council with rules on the official controls in respect of consignments of organic products and in-conversion products intended for import into the Union and on the certificate of inspection, simultaneously notified to the WTO.

Draft Commission Regulation amending Annexes VI to X to Regulation (EC) No 1907/2006 of the European Parliament and of the Council concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals: The draft Commission Regulation provides clarifications of certain provisions in the Annexes to Regulation (EC) No 1907/2006 on the obligations for registrants under Title II and on the role and responsibilities of the Agency under Title VI of that Regulation. The Commission and the European Chemicals Agency had concluded in their Joint Evaluation Action Plan of June 2019 that certain provisions in the Annexes of that Regulation would benefit from some re-wording so that they can be applied more consistently. The exemption is to be renewed as the substitution of mercury, with reliable substitutes, in the lamps categories concerned by this exemption cannot currently be ensured.
