Draft Law of Ukraine "On Biological Safety and Biological Protection": the draft Law is developed with the aim of gradual creation of a unified system of biological safety and biological protection based on "One Health" approach, to fulfil obligations to protect the life and health of people and animals, to prevent the spread of harmful infectious diseases in the country, and to respond in a timely manner to outbreaks of infectious diseases. The draft Law introduces a set of measures aimed at ensuring the protection of people, animals, plants and the environment from hazardous biological factors, identification and minimization of biological threats, assessment and effective management of biological risks.

Draft Law of Ukraine "On Packaging and Packaging Waste": The draft Law provides for the introduction of new norms and requirements for: - defining the range of entities and their obligations in management of packaging and packaging waste; - establishing basic requirements for the introduction of packaging, goods in packaging, and packaging labeling in order to reduce the level of hazardous substances in packaging and to facilitate recycling; - requirements for the establishment and operation of Extended Producer Responsibility Organizations (EPROs), their obligations, grounds and procedure for termination of their activities; - minimum recycling targets for packaging waste by type of packaging material and packaging category (household/commercial), with their gradual increase as the packaging waste management system develops;- creation of registers of producers of packaged goods and EPROs, registration procedure; - gradual coverage of the entire territory of the country with separate packaging waste collection systems, interaction of local governments with the EPROs; - peculiarities of contracts between the EPROs and business entities in the sphere of packaging waste management; - control and liability for violations of legislation in the sphere of packaging and packaging waste management.

Draft Order of the Ministry for Communities, Territories and Infrastructure Development of Ukraine "On Approval of the Technical Regulation for Energy Labelling of Household Dishwashers": The draft (...) is developed in order to regulate the requirements for energy labelling of household dishwashers in accordance with the updated EU legislation, as well as to provide consumers with information on the level of energy efficiency of dishwashers and additional information that will enable consumers to choose the most energy efficient products.The Technical Regulation establishes requirements for energy labelling and the provision of additional information on household dishwashers and electric household dishwashers that are mains-powered and can also be powered by batteries. Draft Order of the Ministry for Communities, Territories and Infrastructure Development of Ukraine "On Approval of the Technical Regulation for Energy Labelling of Household Washing Machines and Household Washer-Dryers": The draft Order of the Ministry for Communities, Territories and Infrastructure Development of Ukraine "On Approval of the Technical Regulation for Energy Labelling of Household Washing Machines and Household Washer-Dryers" is developed in order to regulate the requirements for energy labelling of household washing machines and household washer-dryers in accordance with the updated EU legislation, as well as to provide consumers with information on the level of efficiency of energy consumption by household washing machines and household washer-dryers and additional information that will enable consumers to choose the most energy efficient products. The Technical Regulation defines the basic requirements for energy labelling and the provision of additional information on mains-powered household washing machines and mains-powered household washer-dryers, including those that can also be battery-powered, as well as integrated household washing machines and integrated household washer-dryers. Draft Resolution of the Cabinet of Ministers of Ukraine "Some issues of application of the Technical Regulation on Ecodesign Requirements for Small, Medium and Large Power Transformers during the martial law in Ukraine": The draft Resolution provides that for the period of martial law in Ukraine and one year from the date of its termination or cancellation, but in any case not longer than until 1 January 2025, Level 2 of ecodesign requirements for transformers set out in Annex 1 to the Technical Regulation on ecodesign requirements for small, medium and large power transformers, approved by Resolution of the Cabinet of Ministers of Ukraine No. 152 of 27 February 2019 (which had to come into force on 13 September 2023), will not apply to power transformers with a rated capacity of not more than 125 MVA as well as to power transformers in respect of which agreements (contracts) for the production and/or supply were concluded before 13 September 2019, if the terms of such agreements determine the number of power transformers to be produced and/or supplied.

Draft Resolution of the Cabinet of Ministers of Ukraine "On Approval of the Technical Requirements for the Operation of Waste Incineration Facilities and Combined Cycle Waste Incineration Facilities": the draft Resolutions proposes to approve the Technical Requirements for the operation of waste Incineration facilities and combined waste incineration facilities. These Technical Requirements define the key conditions for operators of stationary and mobile waste incineration facilities or waste combined cycle incineration facilities while operating them to prevent their negative impact on human health and the environment. The Requirements are mandatory for all operators of the facilities, except for the facilities defined in parts three and four of Article 38 of the Law of Ukraine "On Waste Management" (notified as G/TBT/N/UKR/251 ), according to which the provisions of Articles 38 and 39 of the mentioned Law do not apply to gasification or the pyrolysis facilities if the substances (gases) resulting from such thermal treatment of waste are purified to such an extent that they cease to be waste before they are incinerated and may cause emissions not exceeding those resulting from the incineration of natural gas. Moreover, the requirements of Articles 38 and 39 of the Law do not also apply to facilities that treat the following types of waste: - plant waste from agriculture and forestry; plant waste from the food processing industry, if the heat generated is recovered; fibrous plant waste from the production of cellulose produced from primary raw materials and paper produced from cellulose raw materials, if they are jointly incinerated at the place of production and the generated heat is recovered; bark waste; wood waste (except those that may contain halogenated organic compounds or heavy metals as a result of treatment with preservatives or wood coating), including those generated from construction and demolition waste; - waste generated as a result of field exploration and operation of oil and gas wells at offshore facilities located at sea, which is incinerated on board such facilities.

Draft Order of the Ministry of Health of Ukraine "On Approval of Special Requirements for Plastic Materials and Articles Intended to Come into Contact with Foodstuffs":: The draft Order provides for the approval of special requirements for plastic materials and articles intended for contact with food, as well as a list of substances authorized for use in the production of such materials and articles. It's also established that products made of plastic materials and articles intended to come into contact with foodstuffs produced before the entry into force of this Order may be in circulation until their expiry date. The draft Order is also notified in accordance with the requirements of the SPS Agreement.

Draft Order of the Ministry for Communities, Territories and Infrastructure Development of Ukraine "On Approval of the Technical Regulation for Energy Labelling of Electronic Displays": the draft of the Technical Regulation establishes requirements for energy labelling and additional information on electronic displays, including televisions, monitors and digital signage displays. The draft of the Technical Regulation is developed in order to regulate the requirements for energy labelling of electronic displays in accordance with the updated EU legislation, as well as to provide consumers with information on the level of energy efficiency of electronic displays and additional information that will enable consumers to choose the most energy efficient products. The developed Technical Regulation corresponds to Commission Delegated Regulation (EU) 2019/2013 of 11 March 2019 supplementing Regulation (EU) 2017/1369 of the European Parliament and of the Council with regard to energy labelling of electronic displays and repealing Commission Delegated Regulation (EU) No 1062/2010. Draft Law of Ukraine "On Making Available on the Market and Use of Biocidal Products": the draft Law provides for the regulation of legal relations with regard to the approval of active substances of biocidal products, obtaining a permission for placing on the market of biocidal products, production, trade and safe application of biocidal products for human, animal and environmental health, as well as placement of treated articles on the market, defines the rights and obligations of enterprises, institutions, organisations and individuals, as well as the authority of state bodies and officials in this area. In order to achieve a high level of protection of human health, animal health and the environment, active substances with the worst hazard profiles should not be approved for use in biocidal products, except in specific situations. This should include situations where approval is justified because of the low risk from exposure to the substance, for human health, animal health or environmental reasons, or for disproportionate adverse effects reasons or disproportionate negative impact on society in case of non-approval. When deciding on the approval of such active substances, the availability of suitable and sufficient alternative substances or technologies should also be taken into account. (...)

Draft Resolution of the Cabinet of Ministers of Ukraine "On Approval of the Procedure for State Registration of Hazardous Factors": the draft Resolutions provides for the approval of the Procedure for state registration of hazardous factors, which defines the order for state registration of chemical and biological hazardous factors - chemicals and substances of biological origin, as well as those that are part of mixed products, produced and/or used in the territory of Ukraine or imported, and establishes the procedure for maintaining the State register of hazardous factors. According to the draft Procedure all individual chemical and biological hazardous factors - chemicals and substances of biological origin, as well as those that are part of the product or mixed product, produced and/or used on the territory of Ukraine or imported are subject to state registration. A hazardous factor that is part of a product or mixed product is subject to registration under the following conditions: intentional release during the use of the product or mixed product; (...)
