Law on Environmental Protection and Natural Resource Management: This law aims to protect and promote environmental quality and public health through the prevention, reduction, and control of pollution; to assess the environmental impact of all proposed projects prior to the issuance of a decision by the Royal Government; to ensure the rational and sustainable conservation, development, management, and use of the natural resources of the Kingdom of Cambodia; to encourage and enable the public to participate in environmental protection and natural resource management; to suppress any acts that cause harm to the environment.

Sub-Decree No. 131 on Timber and Non-timber Forest Products: This sub Decree covers export and import of Forest and Non-Timber Forest Products.

Environmental programmes: Natural Resource Conservation Service (NRCS): Agricultural Water Enhancement Program - The Agricultural Water Enhancement Program (AWEP) is a voluntary conservation initiative that provides financial and technical assistance to agricultural producers to implement agricultural water enhancement activities on agricultural land for the purposes of conserving surface and ground water and improving water quality. Functions moved to the Regional Conservation Partnerships Program by the 2014 Farm Act (PL 113-79).

Circular No. 3543 on the Export and Import of Forest Tree Seeds and Wild Plants: Importing institution needs to obtain license and to submit defined documents to Ministry of Agriculture, Forestry and Fisheries (MAFF).

Environmental programmes: Farm Service Agency (FSA): Klamath River Basin Block Grant - pilot drought program to assist with water conservation in California and Oregon.

Non-Product-Specific AMS: Biomass crop assistance program: Provides financial assistance to producers or entities that deliver eligible biomass material to designated biomass conversion facilities for use as heat, power, biobased products or biofuels. Assistance is for costs of collection, harvest, storage and transportation associated with delivery of eligible materials. Reauthorized under the 2014 Farm Act (PL 113-79).

Non-Product-Specific AMS: Rural Energy for America Program (formerly Renewable Energy Program). Provides direct loans, loan guarantees, and grants to farmers, ranchers, and small rural businesses to purchase renewable energy systems and make energy efficiency improvements. Reauthorized under the 2018 Farm Act (P.L. 115-334).

Government Sub-Decree No. 69 on Agricultural Material Standards and its Management: This Sub-degree have its objectives to ensure a high quality of agricultural materials so as to strengthen and increase the agricultural production with high effectiveness and sustainability in the kingdom of Cambodia. Providing properly standards and managerial mechanism in order to ensure the interest of the users, producers, importers, wholesalers and retailers of the agricultural materials as well as the protection of the environment.

Non-Product-Specific AMS: Wildlife and Hurricane Indemnity Program (WHIP). WHIP covered production losses due to hurricanes, wildfires, and other weather-related losses during 2017. WHIP+ covered production losses due to these natural disasters in calendar year 2018 and 2019. Producers must have suffered a loss due to an eligible disaster event in a primary county that received a qualifying Presidential Emergency Disaster Declaration or Secretarial Disaster Designation or have experienced an extreme or exceptional drought. Eligible commodities include crops, trees, bushes, and vines. Includes block grants to Alabama and North Carolina. WHIP and WHIP+ payments to producers for eligible uninsured commodities are included in supporting table DS:1

Circular No. 345 Ministry of Agriculture, Forestry and Fisheries (MAFF) on Agricultural material standards and its management: This circular has its own objectives to ensure a high quality of agricultural materials, strengthening the effectiveness of work performance to eradicate of the negative impact came out from manufacturing, importing, business running and sale the counterfeit products, under standards and banned pesticides that caused severely danger to social welfare, social environment and nature.
