Corporate Average Fuel Economy Standards for Passenger Cars and Light Trucks for Model Years 2027-2032 and Fuel Efficiency Standards for Heavy-Duty Pickup Trucks and Vans for Model Years 2030-2035: Notice of proposed rulemaking - NHTSA, on behalf of the Department of Transportation (DOT), is proposing new fuel economy standards for passenger cars and light trucks and fuel efficiency standards for model years (MYs) 2027–31 that increase at a rate of 2 percent per year for passenger cars and 4 percent per year for light trucks, and new fuel efficiency standards for heavy-duty pickup trucks and vans (HDPUVs) for MYs 2030–2035 that increase at a rate of 10 percent per year. NHTSA is also setting forth proposed augural standards for MY 2032 passenger cars and light trucks, that would increase at 2 percent and 4 percent year over year, respectively, as compared to the prior year's standards. NHTSA currently projects that the proposed standards would require an industry fleet-wide average for passenger cars and light trucks of roughly 58 miles per gallon (mpg) in MY 2032 and an industry fleet-wide average for HDPUVs of roughly 2.6 gallons per 100 miles in MY 2038. NHTSA further projects that the proposed standards would reduce average fuel outlays over the lifetimes of passenger cars and light trucks by $1,043 and of HDPUVs by $439. These proposed standards are directly responsive to the agency's statutory mandate to improve energy conservation and reduce the nation's energy dependence on foreign sources.

Energy Conservation Program: Test Procedures for Air-Cooled, Evaporatively-Cooled, and Water-Cooled Commercial Package Air Conditioners and Heat Pumps: Notice of proposed rulemaking and request for comment; announcement of public meeting via webinar on Thursday, 7 September 2023 - The U.S. Department of Energy (DOE) proposes to amend the Federal test procedures for air-cooled commercial package air conditioners and heat pumps with a rated cooling capacity greater than or equal to 65,000 Btu/h, evaporatively-cooled commercial package air conditioners, and water-cooled commercial package air conditioners to incorporate by reference the latest versions of the applicable industry test standards. Specifically, DOE proposes: to amend the current test procedure for this equipment for measuring the current cooling and heating metrics—integrated energy efficiency ratio (IEER) and coefficient of performance (COP), respectively; and to establish a new test procedure for this equipment that would adopt two new metrics—integrated ventilation, economizer, and cooling (IVEC) and integrated ventilation and heating efficiency (IVHE) . Testing to the IVEC and IVHE metrics would not be required until such time as compliance is required with any amended energy conservation standard based on the new metrics. Increased Enrichment of Conventional and Accident Tolerant Fuel Designs for Light-Water Reactors: Regulatory basis; request for comment by 22 November 2023 - The U.S. Nuclear Regulatory Commission (NRC) is requesting comments on a regulatory basis to support a rulemaking to amend the NRC's regulations related to the use of conventional and accident tolerant light-water reactor fuel designs. The NRC's goal is to establish effective and efficient licensing of applications using fuels enriched to greater than 5.0 and less than 20.0 weight percent uranium-235. The NRC will hold a public meeting to promote a full understanding of the planned rulemaking and facilitate public comment on the regulatory basis.

Climate 2023: proposed rule amendments and public hearing (...) - The Department of Environmental Quality has opened the public comment period for proposed permanent rule amendments to chapter 340 of the Oregon Administrative Rules. DEQ is proposing rule amendments to chapter 340, Divisions 215, 272, 271, 216, and 12. Greenhouse Gas Reporting Program, Division 215; Third Party Verification, Division 272; Climate Protection Program, Division 271; Air Contaminant Discharge Program, Division 216; Enforcement Procedure and Civil Penalties, Division 12. The Climate 2023 Rulemaking is a joint rulemaking of DEQ's teams that implement the Greenhouse Gas Reporting Program (GHG RP), Third Party Verification (3PV) and Climate Protection Program (CPP) . The rulemaking proposes a variety of clarifications to program requirements and a limited number of program modifications. The rulemaking incorporates process improvements and technical clarifications for regulated companies while continuing to support the goals of these programs. DEQ is conducting a joint rulemaking, inclusive of amendments to multiple divisions, due to the interconnectedness of these three programs. Advanced Clean Cars II Program: Proposed rule - Amends rules to incorporate by reference California's Advanced Clean Cars II regulations, which will require manufacturers of passenger cars and light-duty trucks to meet an annual zero-emission vehicle requirement intended to increase the percentage of ZEVs sold in the State that meet the new minimum technical requirements.(...)

Per- and Polyfluoroalkyl Substances (PFAS) in Consumer Products: Notice of availability and request for information by 11 November 2023 - The Consumer Product Safety Commission (Commission or CPSC) is publishing this notice to request information on per- and polyfluoroalkyl substances (PFAS) used in commerce or potentially used in consumer products, potential exposures associated with the use of PFAS in consumer products, and potential human health effects associated with exposures to PFAS from their use in consumer products. This notice also includes the availability information of a related contractor report. CPSC is requesting information from all stakeholders such as consumers, manufacturers and importers, government agencies, non-governmental organizations, and researchers. Information should be focused on consumer products and with consideration of the significant aspects of the information already available to CPSC in the contract report and associated supporting files. The contractor report is not a risk assessment and did not identify all potential data sources that could be used for risk assessment. CPSC is particularly requesting information on PFAS and potential use or presence of PFAS in consumer products, potential human exposures to PFAS associated with consumer product use including information about potentially highly exposed population groups, and potential adverse human health effects informed by toxicological data sources.

Advanced Clean Trucks Program: Proposed rule - The purpose of this action is to adopt regulations implementing California's Advanced Clean Trucks (ACT) regulation under the Code of Maryland Regulations (COMAR) 26.11.43. The regulations will be submitted to the U.S. Environmental Protection Agency (EPA) for approval as part of Maryland's State Implementation Plan (SIP).

Regulatory Requirements for New HAP Additions: Proposed rule - The U.S. Environmental Protection Agency (EPA) is proposing to amend the General Provisions for National Emission Standards for Hazardous Air Pollutants (NESHAP) to address applicability and compliance issues resulting from the addition of a compound to the list of hazardous air pollutants (HAP) under the Clean Air Act (CAA). This action focuses on issues related to newly applicable standards for sources that become major sources solely from the addition of a compound to the CAA HAP list. This action also includes a discussion of the impacts of a newly listed HAP on the federal operating permit program. (...) Energy Conservation Program for Appliance Standards: Certification Requirements, Labeling Requirements, and Enforcement Provisions for Certain Consumer Products and Commercial Equipment: Notice of proposed rulemaking and announcement of public meeting on 26 October 2023 via webinar - The U.S. Department of Energy ("DOE") proposes to establish and amend the certification provisions, labeling requirements, and enforcement provisions for specific types of consumer products and commercial and industrial equipment, as described in sections II and III of this proposed rule. DOE is proposing to establish and make amendments to the certification requirements, labeling requirements, and enforcement provisions for these products and equipment to ensure reporting that is consistent with currently applicable energy conservation standards and test procedures and to ensure DOE has the information necessary to determine the appropriate classification of products for the application of standards. DOE seeks comment from interested parties on all aspects of this proposal.
