(3) Detailed description of measure with reference to criteria: The objective of this programme is to support the development of Quebec's organic sector. Financial assistance for eligible projects includes technology adaptation and transfer of expertise to organic farms or to those in the process of conversion; development and improvement of knowledge of farmers and advisors; as well as regional initiatives aimed at solving identified problems.
This component of the programme conforms to the general criteria of paragraph 1 of Annex 2 of the Agreement on Agriculture and the policy-specific criteria under paragraph 2(d) of the General services category. The support is provided through a publicly funded government program not involving transfers from consumers; and does not have the effect of providing price support to producers. Support is for extension and advisory services. Expenditures do not involve direct payments to producers or processors.

(3) Detailed description of measure with reference to criteria: The objective of this programme is to support the development of Quebec's organic sector. The main focus of Component 1 (Volet 1) of the programme is to improve the competitive capacity of agricultural enterprises. Eligible activities include analysis of organic production plans for a specific product; analysis of innovative marketing networks for a specific product; and initiatives related to maintaining the recognition and development of the organic designation.

This programme conforms to the general criteria of paragraph 1 of Annex 2 of the Agreement on Agriculture and the policy-specific criteria under paragraph 2(f) of the General services category. The support is provided through a publicly funded government program not involving transfers from consumers; and does not have the effect of providing price support to producers. Support is for marketing and promotional services. There are no expenditures that could be used by sellers to reduce selling price or confer a direct economic benefit to purchasers. There are no direct payments to producers or processors.

To suppor the development of organic sector by promoting the conversion of agricultural activities into organic farming.
(3) Detailed description of measure with reference to criteria: The objective of this programme is to support the development of Quebec's organic sector by promoting the conversion of agricultural activities into organic farming. The main focus of Component 1 (Volet 1) is to provide consulting services to support implementation of organic certification on a farm. Eligible activities include site visits and consultations accompanied by a report identifying non-compliance issues; and development of procedures, documents, records, as well as management tools necessary for the qualification of organic certification.
