5. To whom and how is the subsidy provided
Licensed electricity suppliers who have met their Renewable s Obligation through Renewable s Obligation Certificates (ROCs). Monies are then passed on to electricity generators generating electricity from eligible renewable sources by way of power purchase agreements etc.
Buy-out fund recycled in autumn of each year.

2. Policy objectives
The objective is to support business development primarily for SMEs. Fields covered include management, finance, new technology, e-commerce, protection of intellectual property rights, assessing feasibility of new ventures, environmental protection; participation in trade fairs and exhibitions; studies relating to investment decisions on environmental protection, energy saving measures and energy from renewable energy sources; purchase of specific dedicated capital equipment and/or assets related to a development project and which are additional to the SME.

To promote development of renewable energy and increase carbon saving.
2. Policy objectives
Aim of the Scheme is to provide grants to businesses to support the installation and commissioning/deployment of pre-commercial wave and tidal electricity generating devices at the European Marine Energy Centre. Scheme also supports components of projects requiring testing at EMEC e.g. mooring systems, foundation installation systems etc. that will lead to reduced project cost and/or improved operation and maintenance for the industry.
Key objectives
To support the early development of wave and tidal technologies that need to complete pre-competitive R&D through deployment and demonstration in Scotland;
To capture key data on the resource, costs (construction, installation, commissioning, operational and maintenance) and energy performance and revenue;
To promote the development of a diverse renewables supply;
To secure the increased learning benefits and cost reductions from the initial deployment of these devices; and
To increase carbon savings in line with the Scottish Ministers' commitment as set out in 'Changing our Ways: Scotland's Climate Change Programme' published in 2006.

3. Background and authority for the scheme
The Scheme operates under the Scottish Government Sciences & Technology Act, 1965. State Aid approval for the scheme is via UK approval N504/2000 Renewable s Obligations and Capital Grants for Renewable Technologies, and UK approval - N318/2005 Wave and Tidal Stream Energy Demonstration.

3. Policy objective and/or purpose
(a) To provide one-off loans for owners of trawlers and fish collectors affected by the trawl ban 1, for upgrading their vessels to standards required for operations outside Hong Kong waters, for switching to more sustainable fisheries operations and other fisheries -related operations, or for carrying out projects that will reduce fuel consumption or the carbon footprint of their operations (without increasing fishing effort). The applications must be submitted on or before 31.12.2015;
(b) To provide loans for capture fishermen and owners of fish collectors for switching to more sustainable fisheries operations and other fisheries -related operations, or for carrying out projects that will reduce fuel consumption or the carbon footprint of their operations (without increasing fishing effort); and
(c) To provide loans that help fish farmers develop aquaculture, or improve their aquaculture businesses leading to more environmentally friendly operations or better aquaculture products in terms of quality and food safety standards.

A. FISHERIES DEVELOPMENT LOAN FUND
Fishermen and owners of fish collectors.
6. To whom and how the assistance is provided
Applicants for loans to capture fishermen and owners of fish collectors must be Hong Kong residents and owners of local fishing vessels or fish collectors, holding valid licences necessary for their operations; or locally registered fisheries co-operative societies/companies with the majority of their members/shareholders being local capture fishermen who fulfill the afore-mentioned criteria; and
Applicants for loans to aquaculture operators must be Hong Kong residents, holding valid licences necessary for operating their aquaculture businesses; or locally registered fisheries co-operative societies/companies with the majority of their members/shareholders being local aquaculture operators who fulfill the afore-mentioned criteria.
The loan is granted at an interest rate of 2.5% per annum for capture fishermen and owners of fish collectors; and 1% per annum for capture fishermen and owners of fish collectors affected by the trawl ban; and at an interest rate based on the "No Gain No Loss" principle of the Hong Kong Special Administrative Region Government for fish farmers. The "No Gain No Loss" rate is set by taking into account such factors as the best lending rates of the note-issuing banks in Hong Kong.
