This draft regulation stipulates the inspection of wheel-sets for locomotives, railway car whose speed is not much more than 120 km/h for meter gauge (1000 mm) and not much more than 160 km/h for standard gauge (1435 mm). It applies to organizations involved in manufacturing, assembling of locomotives, railway cars; organizations manufacturing, importing the wheel-sets and agencies, organizations and individuals involved in inspecting, testing and certificate granting for quality, technical safety and environment protection.

The Act establishes the minimum energy performance standards and energy standard labelling requirements for electrical appliances, equipment and lighting products; It provides for minimum performance standard requirements for product to comply with and the registration of energy efficient brand. The Energy Rating Label Requirements prohibits the sell, advertisement or display of appliances that have not met the energy labeling requirements. It further provides provisions on registration of a brand/model and cancellation of registration. It lastly outlines function and powers of the regulator and appointment and powers of authorized officers.

Products covered under this legislation are; 1. Freezers and Refrigerators; Refrigerators, freezers and other refrigerating or freezing equipment, electrical or other; heat pumps other than air conditioning machines of heading 84.15 2. Air Conditioner; Air Conditioning machines, comprising a motor driven fan and elements for changing the temperature and humidity, including those machines in which the humidity cannot be separately regulated. 3. Lights [85.39] Electric filament or discharge lamps, including sealed beam lamp units and ultra-violet or infra-red lamps; arc-lamps, light-emitting diode (LED) lamps.

The regulation prescribes requirements and date of commencement for energy efficiency of energy using products such as refrigerators and freezers (the date Regulations are signed by the Head of State), air conditioners (6 months from the date Regulations are signed by Head of State) and incandescent lamps, linear fluorescent lamps, compact fluorescent lamps and fluorescent lamp ballasts (12 months from the date Regulations are signed by Head of State) . The regulation also prescribes consumer information and labeling on these products including the registration process of such products
