The Organic Agriculture Promotion Act was promulgated on 30 May 2018 and will enter into effect on 30 May 2019. In accordance with Paragraph 5 of Article 11 of the Act, the "Regulations Governing the Approval and Management of Accreditation Bodies for Organic Agricultural Products" was drafted to stipulate provisions for the approval and supervision of accreditation bodies, information to be listed in the approval document, etc. The proposed text took into account current experiences of implementing production and certification of organic agricultural products as well as practices adopted in developed countries. With a view to supporting the implementation of the Organic Agriculture Promotion Act, the Agriculture and Food Agency is proposing a draft specifying the documents to be retained by certification bodies that operate certification of organic agricultural products. Such documents include quality manual, certification operation procedures, application records, qualifications of personnel, internal audit reports, subcontracting records, etc. The retention period is 6 years in principle and the documents may be retained in hard copies or electronic format.

In accordance with Paragraph 3 of Article 12 and Paragraph 1 of Article 15 of the Organic Agriculture Promotion Act, the Agriculture and Food Agency is proposing "Certification Standard for Organic Agricultural Products and In-conversion Agricultural Products and Allowable Substances in their Production, Processing, Packaging, Distribution, and Sale."

In accordance with Paragraph 3, Article 12 of the Organic Agriculture Promotion Act, the Agriculture and Food Agency is proposing the "Categories and Items of Organic Agricultural Products and In-conversion Agricultural Products" that are covered by certification activities.

With a view to protecting marine environment from plastic microbeads influence, the Environmental Protection Administration intends to propose amendments to the restrictions on the manufacture, import and sale of personal care and cosmetics products containing particles by extending the scope to cover personal care and cosmetic products containing non-natural polymers, such as solid synthetic waxes. The proposed amendments was drawn up by referring to Sweden's restrictive regulations on plastic microbeads in personal care and cosmetics products. Two transition periods will be provided for the businesses to comply with the new requirements.

With a view to enforcing the management of energy efficiency, the Bureau of Energy is proposing energy efficiency rating labelling requirements for water chilling packages using the vapor compression cycle. The minimum energy performance standards remain the same as those published in 2005. Test methods of the proposed requirements would be based on related CNS standards.

Self-ballasted LED lamps have been subject to mandatory inspection under the Commodity Inspection Act by the Bureau of Standards Metrology and Inspection (BSMI) since 1 July 2014.

The BSMI intends to revise the Description of Goods of the commodities and adopt the latest version of the inspection standards, CNS 15630 and CNS 14115, which were promulgated on 12 July 2019 and 14 September 2016 respectively.

The conformity assessment procedures remain the same, i.e. Registration of Product Certification (RPC) or Type Approval Batch Inspection (TABI) .

The amendment proposed by the Bureau of Energy is to harmonize with the international community on the adoption of car-related test procedures (energy efficiency), small volume manufacturer and labeling of energy efficiency.

The Bureau of Energy proposes to set up the minimum energy efficiency requirement for electric storage tank boiling water heaters to improve energy efficiency.
