Singapore plans to tighten the particle number (PN) limit for gasoline direct injection (GDI) vehicles from 6x1012 to 6x1011 from 1 September 2021. Regulation 4(1) of the Environmental Protection and Management (Vehicular Emissions ) Regulations state that every petrol driven motor vehicle (other than a motor cycle or scooter) to be registered in Singapore on or after 1 September 2017 shall conform to any of the standards for exhaust emission specified in the First Schedule for the class of motor vehicle to which that motor vehicle belongs. |

Ordinance amending the Fuel Ordinance.
The relevant provisions are Sections 11 a–11 c in Annex 2. Those engaged in the commercial activity of providing a liquid or gaseous fuel, or who in that commercial activity also provide electricity as a fuel, shall provide the consumer with environmental information about the fuel that is being provided. For the purposes of this ordinance environmental information about the fuel means information about a fuel's emission of greenhouse gases over its life cycle, which fossil raw materials or renewable raw materials are contained in the fuel, and the country of origin of these raw materials. The information is based on data that is mandatory for the fuel supplier to report to the competent authority every calendar year. The yearly reporting requirements are laid down in national legislation as well as EU legislation. The relevant information is to be made available in its entirety on the fuel supplier's website. Certain information shall be made available to the consumers on a declaration which is affixed to the devices that are used by the companies to enable consumers to refill such fuels. The information on the declaration shall be given in abbreviated form – the fuel's emissions of greenhouse gases over its life cycle and which fossil raw materials or renewable raw materials are contained in the fuel – or through a reference to the fuel supplier's website – the country of origin of the raw materials. The origin shall only be made available to the consumers on the fuel supplier's website. It shall be stated at the point of sale that the information concerns historical data about the fuel that is being sold and is not specific data about the fuel that is being provided at time of purchase. |

To phase out mercury-added products in line with the goal of Minamata Convention on Mercury, this revised version requires the content of mercury at not more than 4mg. The requirements for restriction of hazardous substances and the applicable conformity assessment procedures remain unchanged. |

In view of the incidents of explosion or fire caused by malfunction in the battery swap station, the Bureau of Standards, Metrology and Inspection (BSMI) proposes to regulate the safety of electric motorcycle charging system equipment and electric motorcycle battery swap system equipment. In addition, in line with the policy of restriction in the use of hazardous substances to protect the environment , the products are also required to comply with Section 5 of CNS 15663 for marking of presence of 6 hazardous substances. The conformity assessment procedure will be Registration of Product Certification (Module II Type Test + Module VII factory inspection) . |
