Organic feedstuff and mixtures of fodder plant seeds.

The draft proposal amends certain provisions laid down under Annex III to Regulation (EU) No 2018/848 regarding collection, packaging, transport and storage of products with regard to information to be provided on compound feed and mixtures of fodder plant seeds, in order to allow the organic operators to get complete information on the composition and presence of organic, in-conversion and authorised non-organic components in the products concerned. Such provisions can concern also organic operators in Third Countries.

Renewing the approval of the active substance etoxazole

This draft Commission Implementing Regulation provides that the approval of the active substance etoxazole is renewed as a candidate for substitution in accordance with Regulation (EC) No 1107/2009. It is however, necessary to include certain conditions and restrictions. In particular, only use on ornamental plants in permanent greenhouses can be approved.

Conditions of approval of the active substance fenpyrazamine.

This draft Commission Implementing Regulation provides that the approval of the active substance fenpyrazamine is amended in accordance with Regulation (EC) No 1107/2009. EU Member States shall review authorisations for plant protection products containing fenpyrazamine as an active substance, where relevant. The amendment of the conditions of approval is based on the evaluation to clarify the technical specification proposed in the approval of fenpyrazamine for use as a pesticide active substance in the EU under Regulation (EC) No 1107/2009.

Organic production

Due to the COVID-19 pandemic, the present proposal for a Regulation of the European Parliament and of the Council amending Regulation (EU) 2018/848 on organic production defers by one year the date of entry into application of Regulation (EU) 2018/848 on organic production. Following its adoption, instead of entering into application on 1 January 2021, Regulation (EU) 2018/848 will enter into application on 1 January 2022. Other dates linked to the date of entry into application of Regulation (EU) 2018/848 are also deferred by one year.

This draft Commission Implementing Decision does not approve esbiothrin as an active substance for use in biocidal products of product-type 18.

Risks for human health were identified that could not be mitigated by adequate risk mitigation measures and no safe use could be found.

This draft Commission Delegated Regulation amends Regulation (EU) No 528/2012 of the European Parliament and of the Council to include carbon dioxide generated from propane, butane or a mixture of both by combustion as an active substance in Annex I thereto.

This draft Commission Implementing Decision does not approve carbon dioxide as an active substance for use in biocidal products of product-type 19.

As this active substance is no longer supported in the review programme, a non-approval decision should be adopted in accordance with point (b) of the first paragraph of Article 20 of Delegated Regulation (EU) No 1062/2014.
