Draft Commission Implementing Regulation concerning the non-renewal of approval of the active substance indoxacarb, in accordance with Regulation (EC) No 1107/2009 of the European Parliament and of the Council concerning the placing of plant protection products on the market, and amending Implementing Regulation (EU) No 540/2011: This draft Commission Implementing Regulation provides that the approval of the active substance indoxacarb is not renewed in accordance with Regulation (EC) No 1107/2009. EU Member States shall withdraw authorisations for plant protection products containing indoxacarb as an active substance. The non-renewal of approval is based on the first evaluation of the substance for use as a pesticide active substance in the EU under Regulation (EC) No 1107/2009. Draft Commission Regulation amending Regulation (EU) 2017/2400 as regards the determination of the CO2 emissions and fuel consumption of medium and heavy lorries and heavy buses and the introduction of electric vehicles and other new technologies: Commission Regulation 2017/2400 of 12 December 2017 on the determination of CO2 emissions and fuel consumption of heavy-duty vehicles introduces a common method and a simulation tool to objectively compare the performance of heavy-duty vehicles. It shall be amended to extend the scope to include the certification of CO2 emissions and fuel consumption for heavy buses, medium lorries and cover new technologies such as hybrids and fully electrical vehicles, dual-fuel vehicles, waste heat recovery and advanced driver assistance systems.

Draft Commission Implementing Decision determining whether the product Sadolin Husrens containing Alkyl (C12-16) dimethylbenzyl ammonium chloride is a biocidal product, pursuant to Article 3(3) of Regulation (EU) No 528/2012 of the European Parliament and of the Council: This draft Commission Implementing Decision states that the product Sadolin Husrens, containing the active substance Alkyl (C12-16) dimethylbenzyl ammonium chloride in a concentration of 2,4%, shall be considered a biocidal product within the meaning of Article 3(1), point (a), of Regulation (EU) No 528/2012 and shall fall within product-type 2 as defined in Annex V to that Regulation.

Commission Implementing Regulation establishing, pursuant to Regulation (EU) 2018/848 of the European Parliament and of the Council, the list of third countries and the list of control authorities and control bodies that have been recognised under Article 33(2) and (3) of Council Regulation (EC) No 834/2007 for the purpose of importing organic products into the Union: his act lays down the list of third countries as well as control authorities and control bodies already recognised for the purpose of equivalence under Article 33(2) and 33(3) of Regulation (EC) No 834/2007 in order for them to be able to continue their activities of certification and control for the purpose of equivalence during their respective transition periods established according to Regulation (EU) 2018/848.

In addition, this Act also contains a number of requests for scope extension from already recognised control bodies, few requests for recognition from new control bodies as well as the withdrawals of several control bodies.

Draft Commission Regulation amending Regulation (EU) No 283/2013 as regards the information to be submitted for active substances and the specific data requirements for micro-organisms: This draft Commission Regulation includes the amendments of the general introduction and the Part B of the Annex to the Commission Regulation (EU) No 283/2013 setting out the data requirements for micro-organisms used as active substances in plant protection products.
The Farm to Fork Strategy, aims at reducing dependency from chemical plant protection products, also by facilitating the placing on the market of biological substances, including micro-organisms. To support this objective, this Regulation aims at improving the suitability of the legal framework by adapting the existing data requirements in Part B of the Annex to Regulation (EU) No 283/2013 to the characteristics of the micro-organisms, which are different from those of chemical active substances. Draft Commission Regulation amending Regulation (EU) No 284/2013 as regards the information to be submitted for plant protection products and the specific data requirements for plant protection products containing micro-organisms: This draft Commission Regulation includes the amendments of the general introduction and the Part B of the Annex to the Commission Regulation (EU) No 284/2013 setting out the data requirements for plant protection products containing active substances that are micro-organisms.
The Farm to Fork Strategy aims at reducing dependency from chemical plant protection products also by facilitating the placing on the market of biological products, including microbial plant protection products. To support this, this initiative aims to improve the suitability of the legal framework by adapting the existing data requirements in Part B of the Annex to Regulation (EU) No 284/2013 to the characteristics of micro-organisms which are different from those of chemical active substances. Draft Commission Regulation amending Regulation (EU) No 546/2011 as regards specific uniform principles for evaluation and authorisation of plant protection products containing micro-organisms: This draft Commission Regulation includes the amendments of the Annex to the Commission Regulation (EU) No 546/2011 implementing Regulation (EC) No 1107/2009 of the European Parliament and of the Council as regards uniform principles for evaluation and authorisation of plant protection product.
The Farm to Fork Strategy, aims at reducing dependency from chemical plant protection products, also by facilitating the placing on the market of biological substances, including micro-organisms. To support this objective, this Regulation aims at improving the suitability of the legal framework by adapting the overall structure of the uniform principles for evaluation and authorisation of plant protection products, and the content of Part II to the characteristics of micro-organisms, which are different from chemical substances. Draft Commission Regulation amending Annex II to Regulation (EC) No 1107/2009 as regards specific criteria for the approval of active substances that are micro-organisms: This draft Commission Regulation includes the amendments of the approval criteria of microbial active substances set in Annex II to Regulation (EC) No 1107/2009 which needed to be complemented in order to appropriately reflect the particularities of micro-organisms.
The Farm to Fork Strategy aims, among others, at reducing dependency on chemical pesticides, also by facilitating the placing on the market of biological active substances, including micro-organisms. To support this objective, this Regulation aims at specifying approval criteria for microbial active substances in Annex II to Regulation (EC) No 1107/2009, in order to appropriately reflect the particularities of microbial active substances, which are different from chemical substances.
