Draft regulations for the comprehensive…
Draft regulations for the comprehensive management of waste electrical and electronic equipment (WEEE): The notified draft regulations seek to protect the environment and health from adverse effects arising from the generation and management of waste electrical and electronic equipment (WEEE) . The draft establishes the framework necessary to promote a decrease in the generation of such waste, and making use of it rather than disposing of it definitively, through a circular economy approach. The proposed conceptual management model applies, on the one hand, the principle of extended responsibility to the importer and/or manufacturer of electrical and electronic equipment, the characteristics or design of which mean that it can be used by households, businesses, industry or other productive economic activities. On the other hand, the "polluter pays" principle applies to electrical and electronic equipment designed for specialized applications in productive economic activities.

Energy Conservation Program: Energy Conservation Standards for Ceiling Fans: Notice of proposed rulemaking and announcement of public meeting via webinar on Thursday, 27 July 2023 - The Energy Policy and Conservation Act, as amended ("EPCA"), prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including ceiling fans. EPCA also requires the U.S. Department of Energy ("DOE") to periodically determine whether more-stringent, standards would be technologically feasible and economically justified, and would result in significant energy savings. In this notice of proposed rulemaking ("NOPR"), DOE proposes new and amended energy conservation standards for ceiling fans, and also announces a public meeting to receive comment on these proposed standards and associated analyses and results.

Procedures for Chemical Risk Evaluation Under the Amended Toxic Substances Control Act: Proposed rule - The Environmental Protection Agency (EPA, "the Agency") is proposing to amend the procedural framework rule for conducting risk evaluations under the Toxic Substances Control Act (TSCA). The purpose of risk evaluations under TSCA is to determine whether a chemical substance presents an unreasonable risk of injury to health or the environment, without consideration of costs or non-risk factors, including unreasonable risk to potentially exposed or susceptible subpopulations identified as relevant to the risk evaluation by EPA, under the conditions of use. EPA has reconsidered the procedural framework rule for conducting such risk evaluations and determined that certain aspects of that framework should be revised to better align with applicable court decisions and the statutory text, to reflect the Agency's experience implementing the risk evaluation program following enactment of the 2016 TSCA amendments, and to allow for consideration of future scientific advances in the risk evaluation process without need to further amend the Agency's procedural rule.
