5.2. Chainsaws: DENR Administrative Order No. 2003-24 (DAO 2003-24) provides for the basic policy, scope and general provisions of the regulations that include the persons authorized to import chainsaws, the documents required to import chainsaws, as well as the issuing authority for the chainsaw import permit.

5.3. Recyclable materials containing hazardous substances: Importation clearance is required for the importation of recyclable materials containing hazardous substances to prevent the entry, and/or transit, as well as keeping for storage and disposal of hazardous waste into the country to protect the environment. It serves as a stop gap measure to support the recycling industry in the Philippines. The importation clearance is only issued to registered importer in the Department of Environment and Natural Resources (DENR) through its Environmental Management Bureau-Central Office (EMB-CO).

5.4.1. Chemicals and chemical substances imported and classified under the Chemical Control Order (CCO): Chemicals and chemical substances that are classified under the Chemical Control Order (CCO) must secure CCO Registration prior to the application of the CCO Importation Clearance prior to the release of shipment by the Bureau of Customs (BOC). The applicant must apply under the Online Permitting and Monitoring System (OPMS) or the link found at https://opms.emb.gov.ph/.

10.3.1. Certificate of Authority in Import (CAI) for Used Motor Vehicles, Parts and Components: Pursuant to Executive Order (EO) 156, as amended by EO 877-A, importation of used motor vehicles into the Philippines is prohibited, except those expressly enumerated therein. Those exempted from the prohibition may be imported subject to prior import clearance from the Department of Trade and Industry's Fair Trade Enforcement Bureau (DTI-FTEB). Likewise, importation of used engines, parts and components of all motor vehicles is regulated and needs prior import clearance from the DTI-FTEB. Regulated used motor vehicles, engines, parts and components are those items falling under heading 87.02 to 87.08 of the Association of Southeast Asian Nations (ASEAN) Harmonized Tariff Nomenclature (AHTN). Please see Annexes K.1 – K.8 for reference. Applications for authority to import regulated used motor vehicles, used engines, parts and components shall be submitted to the DTI-FTEB prior to shipment of goods from the country of origin to the Philippine customs territory.

Hazardous substances and hazardous waste: The Singapore National Environment Agency (NEA) regulates the importation of (a) hazardous substances and (b) hazardous waste and other waste defined by the Basel Convention. 18. Radioactive materials and irradiating apparatus: The Singapore National Environment Agency (NEA) regulates the importation of radioactive materials, ionising radiation irradiating apparatus and non-ionising radiation irradiating apparatus.
