1.2 Import Approval Items: The objective of measures described in 2.(1)-(4) is to ensure that the fish products caught by foreign fishermen and imported to Japan do not adversely affect fishing activities by Japanese fishermen.
The objective of measures described in 2.(5) is to comply with the obligations under the CITES.

1.2 Import Approval Items: The objective of measures described in 2.(1)-(4) is to ensure that the fish products caught by foreign fishermen and imported to Japan do not adversely affect fishing activities by Japanese fishermen.

Measure description Coverage of the measure
Smart and Sustainable Investment Grant Scheme: The scheme has been designed to support the undertaking of investments that lead to more sustainable and digitalised processes leading to the enhancement of competitiveness of the enterprises through the optimisation of the use of resources in their activities.
The scheme supports investments and modifications in plant, machinery, equipment and technologies that lead to a quantifiable reduction in CO2 emissions. Eligible investments may also include specialised technical services and procurement of technologies that enable the undertaking to measure parameters linked to the undertaking's carbon footprint

The final beneficiaries of the measure were fishers that are registered with the Department of Fisheries and Aquaculture as MFA (Full-time) and MFB (Part-time) and who have an active Swordfish licence.

The approved scheme budget, as per the Grant Agreement, is that of EUR 500,000.00. For the Temporary Cessation Scheme that was launched in 2021, the total amount of aid disbursed amounted to EUR 92,887.17.
Implementation period
This Temporary Cessation Schemes is covered by a Grant Agreement that is valid from 2019-2020. The Grant Agreement has been extended until 30th June 2022

Incentive scheme for Sustainable Fishing: The scheme aims to encourage fishers to adopt measures for sustainable fishing, through selective fishing and the derating of engines. The prospective applicants thus have two streams of assistance to choose from. The first stream (Option A) will provide for financial reimbursement capped at EUR 700 per vessel for the cost of purchasing environmentally friendly fishing gear which includes, pingers, hemp rope, fishing trammel nets with thicker braiding from 33mm upwards, circle hooks, biodegradable fishing lures and lines and non-toxic fishing weights. Through the second stream (Option B), the fisher would reduce the power of the main engine (...)

The scheme entailed the provision of financial assistance to MFA and MFB boat owners who sold at least 25% of their catch between 1st July 2021 and 31st December 2021 at the Fish Market in Marsa. The aid provided as part of this scheme was in the form of a direct grant to reimburse either costs related to the purchase of an environmentally friendly fishing gear (Option A) or costs related with the reduction in the power of the main engine (Option B).

7. Wild Animals and Plants: The METI shall designate and publish a list of items of goods for which import approval must be obtained, to comply with Article 3 of the IMPORT TRADE CONTROL ORDER. A person wishing to import an item published in the above-mentioned list shall be subject to import approval for imports provided for in Article 4.
Approvals are required for: (1) Animals and plants included in Appendix I of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (hereinafter referred to as "CITES"), plus their parts and derivatives. (2)Animals and plants belonging to species listed in Appendix II of the CITES, plus their parts and derivatives (for plants, only those parts and derivatives specified in Appendix II).(3) Animals and plants belonging to species listed in Annex III of the CITES, plus their parts and derivatives.
