Measures exempt from the reduction commitment – Special and Differential Treatment – "Development Programmes": Investment subsidies generally available to agriculture: Associative Water Strategies for Production (EAAP). Undertaken as part of the Development and Climate Change Adaptation Project (DACC-World Bank), which seeks to help rural producers to use natural resources in a sustainable way, enhancing their ability to adapt to climate variability and change. This initiative seeks to promote multi-farm and/or associative irrigation programmes or projects to bolster the productive stability of beneficiaries and scale up the efficient use and management of water, ultimately reducing vulnerability to climate change.

Its tasks include: promoting and regulating the integrated and sustainable use and management of natural resources (soil, water) used in agriculture, with a focus on watershed areas; establishing, developing and managing the Geographical Information System for Natural Resources; approving land and water use and management plans related to the granting of permits or concessions for the private use of public water for agricultural irrigation purposes; interpreting satellite images for land use studies; and promoting the conservation of surface water for agricultural use through the formulation of technical usage guidelines.

Environmental programmes: Family Livestock and Climate Change Programme (GFCC). The GFCC's objective is to help build the adaptive capacity and resilience of family livestock producers facing climate variability and change in the Sierras del Este and Basalto Superficial areas. The soil in these areas is shallow and extremely prone to drought and water scarcity. The GFCC focuses on three specific components or goals: (a) promoting climate change adaptation strategies at the individual or producer group level by partially funding investments made to improve the basic infrastructure required on farms to reduce production system sensitivity (infrastructure for accessing and distributing water, shade provision for livestock, and subdivisions to ensure proper grazing management, etc.); (b) strengthening organizational capacities and local networks to foster resilience, which involves promoting capacity development at the local level to address climate change concerns in the short, medium and long term, (...).
