The Ecodesign for Energy-Related Products and Energy Information (Lighting Products) (Amendment) Regulations 2023: (...) The proposal is to set a new Minimum Energy Performance Standard (MEPS) of 120 lumen per watt (lm/W) for light sources and luminaires placed on the GB market from late 2023; this MEPS would increase to 140 lm/W from 1 September 2027, in each case subject to certain allowances and exemptions. The proposal sets out a range of allowances whereby certain light sources will benefit from a reduction in the required MEPS if they have certain characteristics (e.g. a colour-rendering index of 93 or greater) which are known to cause a loss in efficacy. No changes are proposed to existing ecodesign requirements for separate control gears; nor to the existing energy labelling requirements for light sources. (...) Our objective is to improve the efficiency of lighting products in order to meet our domestic energy efficiency and heat decarbonisation objectives as well as to improve our energy security and reduce bills for consumers. Proposed Great Britain (GB) mandatory classification and labelling of 98 hazardous chemical substances: The purpose of this proposal is to amend the GB mandatory classification and labelling list (the GB MCL list), following review, by introducing new and revised entries for the mandatory classification and labelling of 97 hazardous chemical substances and deleting one substance from the GB MCL list.

Revision of GB Biocidal Products Regulation Annexes II and III: HSE is seeking to make technical amendments to Annexes II and III of the Great Britain Biocidal Products Regulation (EU) No 528/2012 (GB BPR), which sets out the information that applicants must submit when they apply for biocidal active substances, and biocidal products to be authorised in Great Britain, respectively. These changes reflect current guidance, Organisation for Economic Co-operation and Development (OECD) validated tests and other scientific and technical advances. The changes affect Great Britain (England, Scotland and Wales). These changes will ensure the safety and efficacy of biocidal active substances and products can be evaluated in accordance with the most recent scientific and technical advances including validated OECD test methods, thus ensuring the protection of human and animal health and the environment and will also reduce the degree to which animal tests are required for compliance with GB BPR.

Consultation on the new approach to the fire safety of domestic upholstered furniture: (...) Specifically, the scope of products to which the regulations apply and the flammability testing regime, which does not reflect modern fire hazards nor the fire safety of products as they exist in the home. The existing policy has also led to the widespread use of chemical flame retardants (CFRs) as the most cost-effective way of meeting flammability requirements and there is concern about the adverse effects to health and the environment of CFRs, particularly babies and young children.
