A licence is required for exports of frozen lobsters (HS 0306.12.00), as well as live, fresh or chilled, and prepared or preserved lobsters, and fresh or chilled conch; the relevant licence fees are: lobster, EC$1 per 2.2kg; and conch EC$0.5 per unit. Export licensing requirements are also in place for endangered plant species, wildlife (birds, animals, and products thereof), and bananas. The granting of export licences is administered by the competent departments of the Ministry of Agriculture, Industry, Forestry, Fisheries and Rural Transformation. According to the authorities, seasonal bans on the hunting or harvesting of certain birds (wild pigeons, doves, etc.), turtles, and oysters remain in place, but do not constitute export prohibitions.

Relevant information
Despite the Regulation, illegal shipments of waste are still a significant problem (some estimates suggest that the overall non-compliance rate with the Regulation could be around 25%). To strengthen member States' inspection systems, this Regulation was amended in 2014 through Regulation (EU) No. 660/2014 of 15 May 2014 which requires EU member States to establish inspection plans, including a minimum set of elements and based on a risk assessment. It also provides enhanced powers to the authorities involved in inspections to decide, on the basis of evidence, whether a carried substance or object is waste and whether a shipment can be considered an illegal shipment of waste. Member States are required to apply the new changes beginning in 2016/17.

During the same period, 239 Jordanian technical regulations (compulsory) were issued, about half of which concern food technology.

Relevant information
Certain goods are subject to export controls, such as export licences/permits, removal permits or certificates for reasons of public health, safety, security and environmental protection, as well as to comply with international obligations and collect excise duties. Export controls essentially mirror those applied to imports, with the exception of powdered formula, frozen and chilled meat and poultry, live animals and plants (Table 3.7). During the review period, the export control regime remained largely unchanged, except for a few amendments made to the lists of controlled items in order to reflect changes in international export control regimes. [40] The list of strategic commodities was amended in 2017; amendments were made to local legislation to bring it in line with CITES in 2014 and 2018; and the list of waste materials requiring export licensing was updated to add e-waste and container waste in 2016.

Under the Animal Diseases (Control) Act, the importation of animals, animal products, hatching eggs, poultries, biologics, and infectious agents is prohibited unless a permit is granted from DVPCS (Department of Veterinary & Pest Control Service). Importers must apply to DVPCS for an International Veterinary Certificate (i.e. an import permit) for each batch of imports. For imports of live animals (including poultry) and animal products (including meat), a sanitary certificate from the veterinary authorities of exporting countries is a prerequisite document for application for an import permit. According to the authorities, Nigeria's sanitary requirements, standards and guidelines are based on the provisions of the OIE Terrestrial Animal Health Code. Moreover, an import risk assessment is deemed necessary when higher standards are required. Once an import permit is granted, a copy of the permit will be forwarded to NAQS for enforcement at the borders.
