During the review period, the WTO Secretariat remained the largest provider of TRTA and capacity-building activities to Maldives. In 2010 and 2011, Maldives submitted four requests for technical assistance and capacity building in the areas of trade and development, customs valuation and trade facilitation, SPS and TBT, and trade in services. As a result, two national activities on customs valuation (2011) and SPS and TBT (2012) involving 44 participants were organized in the country. Between 2009 and 2015, Maldives was invited to 261 TRTA activities abroad (global, regional and national) and online (e learning); 113 officials/stakeholders participated in 54 of them, in areas such as market access, Aid for Trade, trade facilitation, government procurement, intellectual property rights, trade and environment, public health, SPS, agriculture, trade in services, and Doha Development Agenda issues.(...)

The Pesticides and Toxic Chemicals Control Act of 1999 provides for the regulation and control of the importation, storage, manufacture, sale, transportation, disposal, and use of pesticides and toxic chemicals. The Act is implemented by the Pesticides and Toxic Chemicals Control Board, which comprises ten members from the Government and non-governmental organizations. The main function of the Board is to evaluate applications submitted for registration, to obtain licence or a research permit, and to grant or cancel licences. The board also advises the Minister on matters relevant to the making of regulations under the Act and monitors the implementation of these regulations. Imports of pesticides require a licence from the Pesticide Board, under the Drugs (Prevention and Misuse) Act No. 37 of 1978.

The incentives granted under Law No. 57 07, as originally enacted, include: (a) exemption from import duties on plant, machinery and accessories needed to produce energy from renewable sources; (b) exemption from income tax (ISR) for a period of 10 years from the commencement of operations, with a maximum time limit of 2020, on income derived from the generation and sale of electricity, hot water, steam, motive power, biofuels or synthetic fuels, generated on the basis of renewable energy sources, and on income derived from the sale and installation of equipment, parts and systems produced in the national territory with a minimum value added of 35%, for companies whose installations have been approved by the CNE; (c) the reduction to 5% of the tax by way of payment of interest for external financing; and (d) a single income tax credit for firms that generate their own power amounting initially to up to 75% of the cost of investment in equipment, for a period of three years.
