In May 2010, the Republic of Moldova became a contracting party to the Energy Community Treaty, thus formalizing a commitment to bring its energy sector in line with EU rules and practices. Specifically, the Republic of Moldova undertook to gradually implement the Energy Community acquis comprising the core EU legislation on electricity, natural gas, renewable energy, energy efficiency, oil reserve stocks, protection of competition and the environment, and energy statistics. The Energy Community's long-term objectives are the creation of a single regulatory space and the establishment of a single energy market, including an external energy trade policy and a mutual assistance mechanism.

In the course of the review period, Honduras notified a series of agricultural support measures for implementation during the period 2009 2014, as well as the amendment of some existing measures and the introduction of other new ones. Honduras has also maintained three measures notified as measures exempt from the reduction commitment as development programmes: the competitiveness and sustainable rural development project in the Northern Zone of Honduras (Northern Horizons) (project in the process of closing down in 2015); the production solidarity voucher project; and the agricultural irrigation development project (PDABR).

The legal regime of mining is defined by Law No. 7796 of 17 February 1994, amended by Law No. 10304 of 15 July 2010, which basically institutes a licencing regime, as mining production is entirely private. Licences are granted after a tendering procedure for 10 years renewable once. The licences include a tax formula remunerating the State in the form of a rental fee. The Laws also provide for mining planning procedures, tendering procedures, control and rehabilitation of the environment, investments through financial guarantees, definition of dangerous areas, and safety procedures and regulations.

Mexico's agricultural policy, which is the responsibility of the Ministry of Agriculture, Livestock, Rural Development, Fishing and Food (SAGARPA), was reorganized between 2007 and 2012 and now has five basic objectives: (i) to raise the level of human and material development of the rural population; (ii) to supply the domestic market with high-quality food; (iii) to improve the incomes of agricultural producers by increasing their presence in global markets and linking them into value-added processes and the production of bio - energy crops; (iv) reversing the deterioration of the ecosystems; and (v) managing the harmonious development of the rural market. 412
