In recent years, the EU has developed an ambitious bilateral agenda, which complements and reinforces its efforts within the multilateral trading system. Throughout the process, the EU is paying particular attention to the scope and depth of its trade agreements, to ensure they take into account the needs of today's economy, as well as of the economic realities of its partners and paying attention to full compliance with WTO rules, while supporting and promoting EU values and standards: the promotion of human rights, health and consumer protection and sustainable development, including labour rights and environmental protection.

In order to place environmental activities on a permanent basis, a special fund for the environment was set up by Law No. 014/PR/98 of 17 August 1998 which lays down the general principles of environmental protection. The modalities for the establishment and operation of this fund were set out in Decree No. 168/PR/PM/MERH/2012.

SPS control measures for products imported into Madagascar are the responsibility of a number of entities that report to several ministries (agriculture, trade, livestock, higher education with responsibility for nuclear science and technology, fisheries and health), and this suggests that there is scope for streamlining to facilitate trade. More specifically:

• The Directorate of Veterinary Services (DSV) in the Ministry of Livestock controls the importation of terrestrial and aquatic animal products (in collaboration with the Ministry responsible for fisheries resources) and genetic materials of animal and plant origin and veterinary inputs for use in livestock farming. It approves importing companies, authorizes the opening of points of sale for veterinary drugs and some avian veterinary vaccines, and delivers health clearances.

• The National Institute of Nuclear Science and Technology (INSTN) verifies that all imported products are free of radioactive contamination. If the outcome of the analysis is satisfactory, the Ministry responsible for trade issues a certificate of non contamination by radioactivity.

The Regulatory Impact Assessment (RIA) process was introduced in January 2012 under which the proponents of primary and secondary legislation are obliged to conduct a regulatory impact assessment of proposed laws. (…) The authorities noted that the Strategy of Public Administration for the period 2016-2020 contains (…) This Strategy also envisages extending the scope of the Regulatory Impact Assessment (RIA) process to other socio-economic areas such as social policy and the environment. Sierra Leone aspires to reach middle level income by 2035 and a donor nation where extreme poverty would have been eradicated. By 2035, it aspires to be an inclusive, green, middle-income country with less than 5% of people seeking jobs. Sierra Leone aims to have a stable, export-led economy, based on sound macroeconomic fundamentals, with inflation close to 5% and Government revenues increased significantly to 35% of GDP. It seeks also to have a Private sector-led economy, creating value-added products, and providing jobs for its people. It desires to be a model in responsible and efficient natural resource exploitation among other things. Efforts in realizing this dream have begun by designing and implementing sound Government programmes in various sectors including energy, infrastructure, public financial management and private sector development.
