The MinCIT Regulation Directorate continues to be the body responsible for policies and practices relating to standardization, quality, certification, accreditation, designation and metrology. The MinCIT coordinates the National Quality Subsystem (SICAL), which is part of the National Administrative System for Competitiveness and Innovation and has as its basic objectives to promote (...) environmental conservation (...) Egypt does not provide explicit incentives to encourage investment by private companies in research and development (R&D) activities. The Government does, however, fund R&D directly through the Ministry of Higher Education and Scientific Research, as well as other ministries that provide R&D funding from the annual state budget and through scientific institutions and universities. According to the authorities, the annual budgeted assistance for R&D is less than 0.3% of GDP. Publicly funded R&D is geared towards the following priority areas: agriculture, biotechnology, environmental technologies, manufacturing technologies, information technology, energy, and standards and metrology. Tax rebates of up to 50% are available for investment in technological hubs. Tax rebates from the cost of investment upon inception range from 30% to 50% based on the geographical area, and are capped at 80% of the paid-up capital; this applies across different industries including technological hubs.

The Egyptian Constitution of 2014 explicitly states that competition is one of the main pillars of the Egyptian Economy. In this respect, Article 27 provides that: "the economic system shall adhere to transparency and good governance, enhance the pillars of competitiveness, encourage investment, ensure balanced geographical, sectorial, and environmental growth, prohibit monopolistic practices, and maintain financial and trade balances and a fair tax system."

Guinea's institutional framework for sanitary and phytosanitary measures has not changed since its last TPR. It is characterized by a predominance of fragmented regulatory texts that bring various ministries into play without any real coordination. Thus, several ministries, departments and agencies share responsibility for sanitary and phytosanitary controls and environmental protection. These are the Ministry responsible for public health; the Ministries responsible for agriculture and livestock; the Ministry responsible for fishing; the Ministries responsible for trade and industry; and the Ministry responsible for the environment.
