Energy is considered the second pillar of the 2016 "Sustainable Development Strategy: Egypt Vision 2030" which includes ten such pillars. Some of the main objectives set by this Strategy with respect to energy are: ensuring energy security for Egypt; maximizing the utilization of domestic energy resources; reducing the intensity of energy consumption; changing the energy mix by relying more on renewable energy sources, especially wind and solar power; initiating a legislative reform aimed at encouraging private sector participation in the renewable energy business; encouraging the use of coal in electricity generation or as an alternative fuel for some industries; building at least one nuclear power plant; encouraging the adoption of technological solutions and applications to rationalize energy consumption and to optimize the exploitation of available energy resources; and promoting the use of sustainable and environmentally friendly technologies. The Strategy aims at reducing greenhouse gas emissions from the energy sector by 5% between 2016 and 2020, and by 10% by 2030.

As part of the FOMILENIO I Project, carried out between 2007 and 2012, new power transmission lines and solar energy systems were installed in the northern zone, where electrical connectivity is lowest. As a result of these works, some 35,000 households obtained access to the electricity supply system and 1,950 households were equipped with solar panel installations for generating electricity. The new structures were built by a public-private partnership.

Participation in conservation programmes is voluntary, although a number of farm programme benefits are tied to conservation compliance requirements, notably the requirement to implement an approved soil conservation system on highly erodible land. The new Farm Bill adds premium subsidies under the crop insurance programme to the list of benefits (marketing loan programme, PLC, ARC, and disaster payments) that farmers risk losing in case of non-compliance (P.L. 113-79, Sec. 1118 and Sec. 2611).

Rural electrification initiatives over the last two decades have achieved positive results, however some 10% of the population are still without access to electricity and remote islands do not have access to it in a sustainable manner. [24] Supply of electricity to rural areas is done through national grid extensions, diesel-based mini-grids (operated by the Public Works Department or community cooperatives) and solar home systems maintained by private contractors and financed from monthly household charges and a subsidy from the Government.
[24] Some 20% of the population relies exclusively on wood fuels.
