Relevant information
The Supervisory Authority for Investment in Energy and Mining (OSINERGMIN) is the public body with national responsibility for supervising and monitoring compliance with the legal and technical provisions relating to mining, electricity and hydrocarbons. It is also responsible for monitoring the safety of the infrastructure associated with these activities. Since 2010, the environmental regulations have been supervised, monitored and enforced by the Environmental Assessment and Monitoring Service (OEFA) of the Ministry of the Environment.

Exploration and exploitation rights for bauxite, radioactive minerals, and hydrocarbons are granted by resolution drafted by the Ministry of Natural Resources and approved by the Council of Ministers, the state Council and the National Assembly; it enters into force after having been signed by the President and published in the Staatsblat. Exploration and exploitation rights for other minerals and building materials may be granted by the Minister of Natural Resources, and may only be transferred with the permission of the Minister.

The federal Government of Canada has limited involvement in the mining sector, generally limited to Crown corporations and mining on federal lands. However, certain trade related laws or acts are under the federal government, such as the 2002 Export and Import of Rough Diamonds Act (section 4.2.3.2), as well as legislation on investment and environmental protection. In Canada, it is the provincial governments that are most concerned and responsible for the exploration, development, extraction, direct taxation, and reclamation of mines.

Relevant information
Mining remains a priority growth sector notwithstanding the desire for diversification from over dependency on mining. Over the period 2013-16, the country's objective as per the revised six National Development Plan is the completion of the revision of legislation on mining, petroleum and explosives. These revisions are aimed at facilitating mineral diversification away from dependency on copper and cobalt to nickel, gold, manganese, iron and uranium as well as other precious stones. The revision will also increase exploration activities and ensure sustainable production and management of mineral resources.
