In January 2016, the Commission published its first biannual report to the European Parliament and the Council on the effects of the reformed GSP, in particular the GSP+ arrangement supporting sustainable development and good governance. The report covers 14 countries that benefited from GSP+ preferences in 2014 and 2015 (Armenia, Bolivia, Cabo Verde, Costa Rica, Ecuador, El Salvador, Georgia, Guatemala, Mongolia, Pakistan, Panama, Paraguay, Peru and the Philippines).

Pending the creation of the Standards Bureau, in 2011 Lesotho established three technical committees supervised by the Department of Standards and Quality Assurance of the MTI: one on quality management systems, one on environmental management systems and another on food products. These committees are in charge of developing voluntary standards based on ISO standards. Once the Standards Bureau has been implemented, it will absorb the activities of these committees.

In replacement of the trade provisions in the Cotonou Agreement (common report, section 2), on 25 January 2009 Cameroon signed with the EU an "Interim Agreement with a view to an Economic Partnership Agreement between the European Community and its Member States, of the one part, and the Central Africa party, of the other part" (EPA), the Central Africa party comprising Cameroon alone. 2.31. According to the Interim EPA, no new customs duties may be introduced in trade between the parties and those already applied may not be increased, either for imports or for exports. In the event of a serious public finance problem or the need for stronger environmental protection, however, the Central Africa party may, after consultation with the EC Party, introduce customs duties on exports for a limited number of additional goods (Article 15).

Relevant information
Under Environmental Levy (Used Motor Vehicles) (Amendment of Schedule) Order No. 12 of 2005, an environmental levy is charged on imports of used vehicles. An amendment introduced in 2010 (SRO No 17 of 2010) extended the levy to new vehicles and to vehicles of up to two years old, at a rate of EC$1,000. In 2013, the environment levy rates were: EC$1,000 for used vehicles imported less than two years after the date of manufacture; EC$3,500 for vehicles imported between two and four years after the date of manufacture; and EC$5,000 for used vehicles imported four years or more after the date of manufacture.
