The investment regime, governed by Law No. 26/2005 on Investment and Export Promotion and Facilitation, identified ten priority sectors, including energy; fishing, and forestry; and waste recycling

Under the EC guidelines for state aid in the forestry subsector, support may be approved for ecological, protective (phytosanitary measures), and recreational functions; national aid for afforestation campaigns and establishment of agri-forestry systems may also be authorized.

The activities listed in Sub-Decree No. 111 (2005) are prohibited for investment by both Cambodian and foreign entities, including the production of poisonous chemicals, agriculture pesticide/insecticide and other goods by using chemical substances prohibited by international regulations or the World Health Organization, that affect the public health and environment, as well as the processing and production of electrical power by using any waste imported from a foreign country and forestry exploitation business prohibited by Forestry Law

Imports of a wide range of endangered fish, molluscs, amphibians, and coral are banned under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES)
