The proposed Volatile Organic Compound Concentration Limits for Certain Products Regulations (proposed Regulations) would prohibit the import and manufacture of products that exceed prescribed volatile organic compound (VOC) concentration limits in approximately 130 product categories and subcategories. Products include personal care, automotive and household maintenance products; adhesives, adhesive removers, sealants and caulks; and other miscellaneous products. These products are used by household, institutional and commercial consumers and contribute to VOC emissions. The proposed Regulations would align, where possible, with the 2010 California Air Resources' Board Consumer Products Regulations.

The purpose of these regulations is to –
(a) provide a framework for the type approval of communication equipment, devices and systems;
(b) specify the fee framework with respect to equipment type approval;
(c) protect the integrity of networks;
(d) protect consumers; and
(e) avoid harmful interference

The notified Order establishes the phytosanitary technical standard to be met by wood packaging material, including wood dunnage, in accordance with International Standards for Phytosanitary Measures (ISPM) No. 15: Regulation of wood packaging material in international trade, for the entry of wood packaging material and dunnage into the Autonomous Community of the Canary Islands.

Significant New Use Rule on Certain Chemical Substances (6 pages, in English)

EPA is proposing significant new use rules (SNURs) under the Toxic Substances Control Act (TSCA) for two chemical substances which were the subject of premanufacture notices (PMNs) .

This action would require persons who intend to manufacture (defined by statute to include import) or process any of the chemical substances for an activity that is designated as a significant new use by this proposed rule to notify EPA at least 90 days before commencing that activity. The required notification initiates EPA's evaluation of the intended use within the applicable review period. Manufacture and processing for the significant new use is unable to commence until EPA has conducted a review of the notice, made an appropriate determination on the notice, and taken such actions as are required in association with that determination.
