Secretariat TPR WT/TPR/S/370/Rev.1 S-III§127 Guinea 2018 Measures Technical regulation or specifications Chemicals
Relevant information
In the autonomous Port of Conakry, the control services of the Ministry responsible for the environment are tasked, inter alia, with overseeing compliance with the international conventions which Guinea has ratified. In principle, they control imports and exports of all chemical products and by products that could be injurious to human health or the environment. However, in practice, the services of the Ministry of the Environment are encountering serious difficulties in performing this task since some exporters and importers are evading the controls and not voluntarily taking certificates except in an emergency.

Relevant information
(…) Guinea's extensive waterways also constitute an exceptional asset which it is beginning to exploit for hydroelectric power. (...) On the other hand, the contribution of fisheries to the national economy has significantly diminished since the last TPR in 2011, owing in particular to overfishing of several fish species, structural weaknesses, and a lack of investment in sustainable fisheries.

The Aquaculture and the Maritime Economy (MPAEM) did nevertheless strive to enforce the regulations. Surveillance was strengthened, with round-the-clock satellite observation, and periodic deployment of air surveillance. Fines were increased. All these measures appear to have helped reduce IUU fishing to some extent. Nonetheless, all available reports confirm that in 2017 a large proportion of the vessels present in Guinea's exclusive economic zone (EEZ) were fishing illegally, most of them in the area officially set aside for small-scale fishing, from which they are banned, and this is liable to lead to the demise of small-scale fishing boats and overfishing of small-scale fishing areas.

Several projects are under way as part of the implementation of its extensive programme, including:
• the small-scale hydropower project in Guinea (PEHGUI) in partnership with the French NGO Fondation Énergie pour le Monde (FONDEM); this €2 million project is being co-financed by the French Global Environment Fund (FFEM), the Environment and Energy Management Agency (ADEME) and the ECOWAS Renewable Energy Facility (EREF), the Regional Council of Ile-de-France (CRIF), the NEXANS Foundation, FONDEM and the National Development Budget (BND).
This project targets the following: (i) photovoltaic/hydropower/GE hybrid power-plant electrification in a pilot rural community, for approximately 5,800 direct and 21,700 indirect beneficiaries (component A); and (ii) development of a rural electrification programme using small-scale hydropower and solar energy for a dozen localities and its ownership by all local stakeholders (component B).
• The Decentralized Rural Electrification Programme (ERD) for 14 localities in Haute Guinée, (...) This programme is part of the Statement of Intent, signed between the Government of the Republic of Guinea and the Government of the French Republic, to strengthen cooperation in the development of renewables and access to energy.
