As of the beginning of 2015, the State Agency of Fisheries issued 1,013 commercial fishing licences. Commercial offshore fishing is subject to annual catch quotas, as approved by the Ministry of Agrarian Policy and Food on the basis of scientific and biological evidence. Each year more than 500 users receive catch quotas. The commercial capture of fish and seafood amounted to 91,252 tonnes in 2014 (excluding the Crimea), of which 29,432 tonnes were from companies flying the flag of Ukraine and operating outside its EEZ, principally 9,200 tonnes of krill (Table 4.3).

The Law "On renewable energy", No. 138/2013, was adopted in May 2013. Albania has committed to a binding 38% target of gross final energy consumption from renewable sources in 2020. In 2009, it was 31.2%. This Law transposes the 10% renewables target by 2020 in the transport sector from Directive 2009/28/EC. It also provides that the Government shall approve simplified procedures on issuing the necessary authorizations for producers of renewable energy. However, these procedures have not yet been established.

The DRC has submitted the project for environmental protection in the province of Maï Ndombe for co financing by the Green Climate Fund for an amount of US$70 million. Other projects in the country concern the creation of timber production centres in rural areas, and the creation of the carpentry and cabinet making hub.

The Government is preparing a new Forestry Code to ensure the protection and sustainable use of forests. The draft law sets out principles for sustainable management of forests, [10] states different forest property schemes, and provides a new approach to forest utilization. The drafting process was facilitated by the World Bank. The authorities stated that the first draft of the Law would be ready by August 2015.
[10] Sustainable management of forests is the guiding principle of the Concept, meaning "the stewardship and use of forests and forest lands in a way, and at a rate, that maintains their biodiversity, productivity, regeneration capacity, vitality and their potential to fulfill now and in the future, relevant ecological, economic and social functions at local, national, and global levels, and that does not cause damage to other ecosystems”.

Both the aquaculture and marine catches have increased steadily for the past few years although the rapid increase in the value of the fisheries sector is due to higher prices as well as greater volumes (Charts 4.2 and 4.3). However, inland catch declined from a peak of 244,000 tonnes in 2001 to 203,000 tonnes in 2011 due, to some extent, to pollution as well as to excessive exploitation, including inappropriate fishing methods such as electrocution and chemicals.

At ECCAS level, the Regional Fisheries Committee for the Gulf of Guinea (COREP) is the specialized body in charge of fishing matters. Established in 1984 131 , COREP's objectives are to coordinate, harmonize and develop the exploitation of fisheries in the exclusive economic zones of the member countries. Since becoming an ECCAS specialized institution in 2007, COREP has made possible the adoption of a strategic action plan based on the Code of Conduct for Responsible Fisheries and covering the period 2009-2015. COREP is also in charge of implementing the Programme ACP Fish II, a European Union programme aimed at improving fishery management in the ACP countries.

The Forestry Law was last amended in 2007 to strengthen the sustainable management of forests, and, in the same year, the Wildlife Law was also enacted to provide a stronger legal framework for biodiversity conservation. The Forestry Law lays out measures and regulations for the sustainable management, conservation, development, use and inspection of forest resources and forest land.

The Forest Ordinance of Tanzania, 1957 continues to provide for the creation of forest reserves and for the protection of forests and forest products within the reserves. The Forest Regulations, 2004 provide further clarifications on the use of forests for multiple purposes, and licensing procedures, including many schedules setting out the associated fees and royalties. In 2015, the Regulations were amended to change the fees for recreational activities in forests and fees for permits, licences or certificates for felling trees, collecting forest produce and other services. The first set of fees were generally higher for Tanzanian citizens and lower for expats and non-residents; and there were significant increases in most of the fees the second set of fees. According to the authorities, these changes were implemented to protect and conserve the forest environment.
