4.40. Since 2010, the Government has been introducing accompanying measures to support operators in the wood subsector. In addition to the proposal to set up Special Economic Zones (SEZ), Law No. 4/2010 of 9 February 2010 established a National Forest Fund (FFN). It finances operations aimed, inter alia, at forest regeneration, the promotion of the wood industry and the protection and conservation of fauna. According to the authorities, a CFAF 20 billion support fund has been set up under the FFN to expedite the industrialization of the wood subector.

4.40. Under the Law, any commercial exploitation of forests is subject to the payment of charges and taxes. The Law envisages incentive measures for reforestation. Forest area concessions may be granted for up to 20 hectares for private individuals and 100 ha for companies, and may be agreed upon with individuals or companies subject to reforestation or regeneration requirements.

4.49. Since the previous TPR, the regulatory framework applicable to hydrocarbons related activities was revised substantially by Law No. 006/PR/2007 of 2 May 2007 in relation to hydrocarbons, and by the 2010 ordinance amending this. These laws cover activities relating to oil and gas prospecting and exploitation, and the refining and distribution of oil products, as well as related works and installations. They also contain rules on environmental protection.

4.5. The Government's policy objective is to modernize crop farming and livestock breeding to guarantee long term food security. This policy is translated into actions in the National Food Security Programme (PNSA). Launched in 2007, the Programme has the following specific objectives: to increase crop, animal and fisheries production through the introduction of new production, processing and conservation technologies; to implement and strengthen the mechanism for monitoring, early warning and rapid response in the event of a threat to food security; to increase the quantity, quality and availability of food products; and to help to raise the incomes of rural population groups. PNSA activities only really began in 2009 and the various actions had cost the State nearly CFAF 68 billion by June 2012 (Table 4.2).

4.42. Under the Forestry Code, the UFAs are monitored by officials from the water resources and forestry administration. Concession holders draw up management plans (for 25 to 35 years) in collaboration with foreign or Congolese business consultants and forestry administration offices. Of the 12,669,300 hectares of forest given over to logging, 9,937,952 hectares, or 78.44%, is managed, of which 3,598,129 hectares are the subject of management plans that have already been approved by the Government of the Republic. The aim is that with the support of the French Development Agency (AFD), by 2015 the concession holders will be managing all the forest for which concessions have been granted; the AFD is currently implementing a support project for the sustainable management of forestry concessions in the centre and south of the Congo. The management plans must comply with the principle of sustainable development. The Congo's first forestry management plan was adopted in March 2006 and covers the Kabo UFA in Ouesso, an area of 296,000 hectares allocated to the Congolaise Industrielle du Bois (CIB). Other management plans covering a total area of 3,302,129 hectares have been adopted and allocated to Industrie forestière de Ouesso (IFO), CIB, Bois et plaquage de Lopola, Mokabi SA, and Likouala Timber. The overall management plan covers a total area of 3,598,129 hectares. Additionally, concessions covering the UFAs of Kabo, Gombe, Pokola, Loundaingou and Toukoulaka, an area totalling 2,478,943 hectares, is the subject of a sustainable management forest audit by the Société générale de surveillance (SGS) and has been given eco certification by the NGO Forest Stewardship Council (FSC).

4.44. Since 15 March 2008, the Republic of the Congo has been involved in the FLEGT negotiations with the EU aiming to conclude a Voluntary Partnership Agreement (VPA) which will allow only legally sourced wood to be imported into Europe. With a view to the signature of a VPA, the Congolese Government undertook to reform and improve its system by announcing a series of challenges relating to procedures for forest control and traceability of timber for the forestry administration to address.

4.46. (...) Log production today has reached 1,500,000 m3. The FAO estimates the potential for some 50 types of commercial species to be around 2 million m3 of logs annually, without jeopardizing the forests' capacity to regenerate. The Ministry of Forestry Economics and the Environment has set the year 2007 as the date for achievement of this target, along with that of an output of 445,000 m3 of sawn wood.

4.48. MINEPIA defines and implements government policy on fishing and fish farming. (...). Any (natural or legal) person wishing to exploit fisheries resources industrially must obtain a licence issued by MINEPIA. Foreign vessels may only obtain such a licence and engage in fishing if an agreement has been signed between their country and Cameroon. Cameroon has signed such an agreement with Senegal, but it is not implemented.

4.48. Investors wishing to invest in the fisheries sector in the CAR may approach the Ministry of Agriculture and Rural Development, and in particular the Department in charge of Water and Forestry, Hunting, Fishing, the Environment and Ecology, which is responsible for developing fisheries and aquaculture. The FAO is currently evaluating fisheries and aquaculture potential.

The CEBEVIRHA is in charge of fishery resources for the purposes of revitalizing fisheries and aquaculture in the CEMAC area ; The CAR also participates in the Programme for the sustainable Development of the Lake Chad Basin (PRODEBALT), and the Agropastoral Recovery Programme (PRAP), which falls within the remit of the Ministry of Agriculture and Rural Development, includes a fishing and aquaculture component.
