the Mining Decree E.58, 1986, which also states that minerals are the property of the State, and separates the right to land and the right to ownership of minerals. In general, Ecuador guarantees the free export of goods with the exception of those that may affect public health, environmental conservation, animal and plant health , and the cultural heritage. Exports may also be restricted in order to comply with Ecuador's undertakings under the various international agreements to which it is a signatory, such as the Montreal Protocol.

A number of parks are partly or wholly inside the oil blocks, and many others that lie outside the blocks are likely to be affected by oil development. In 2016, a Standing Committee for the Strategic and Sustainable Development of Tourism in Trinidad was established, which, following research and consultations with stakeholders, issued a Tourism Road Map, 2016-20 for Trinidad, which offers guidance in developing plans for marketing and product development, and frames strategies and programmes for the sustainable development of the tourism sector. It suggests that Trinidad's unique selling point should be business tourism with a focus on the meetings, incentives, conferences and exhibitions (MICE) industry, with supporting niches being event tourism and eco-tourism.

In 2018, a Net Metering Guideline was published by the Government, to accelerate investment in renewable energy power generation. It is intended to help household, commercial and industrial consumers of grid-connected electricity to use solar energy for power generation. The Guideline is also aimed at facilitating them to become electricity producers, meeting their power demand, partly or fully, on their own, and even sell excess electricity to the power distribution agencies or companies. Furthermore, the Power Division, under the Ministry of Power, Energy and Mineral Resources, is planning to set up floating solar power plants across the country, as part of the Government's plan to generate 24,000 MW of electricity by 2021, as well as encourage solar boating and other new technologies in the renewable energy field.
