Import prohibitions and licensing are maintained under MEAs to which Niger is signatory, e.g. under CITES, according to which a prior authorization is required from the Minister responsible for the environment and wildlife.

The 2004 energy resources development strategy envisages the development of Niger's energy resources and an action plan to increase the use of renewable energy, which currently accounts for less than 1 per cent of energy end consumption.

All imports or exports of seeds or forest plant material require prior authorization from the Minister responsible for forestry since 2004.

The objectives pursued in the energy sector include the promotion of alternative renewable energy and natural energy that could be alternatives to energy wood.

Within WAEMU, it is planned to establish by regulation a common and harmonized approach to prohibitions concerning goods whose importation or exportation is prohibited for, inter alia, protection of human or animal life or health or preservation of the environment.

The objectives pursued in the transport sector include the protection of the environment and the promotion of participatory sustainable development.

The import or transit of industrial or nuclear waste has been banned since 1989.

The Rural Code is supplemented by the Fishing Code, the Framework Law on Livestock Breeding and the Forestry Law, which establish rules for persons engaged in these activities, with a view to ensuring the sustainable management of common natural resources.

Both Niger and Senegal have adopted Community instruments concerning, inter alia, the protection of the marine environment in compliance with the international and regional rules in force within the context of the WAEMU (West African Economic and Monetary Union).
