A deposit of heavy mineral sands (ilmenite, rutile and zirconium) has been found in the coastal area at Nhiquim/Varela. Potential industrial reserves are estimated at 780,000 tonnes of concentrated heavy sands. The company PORTO SARL obtained an exploitation and environmental compliance licence in 2012, but exploitation has been suspended by the authorities on the grounds of certain irregularities.

The Government's objective is the sustainable development of the mining potential and the products of small mines and quarries (for public works and construction) through the development of a phosphate and bauxite mine by 2025; the creation of a supportive framework for small-scale mining and quarrying; and the creation of 10,000 jobs in extraction – all within a framework of compliance with environmental standards. The aim is thus to triple the sector's value added (from CFAF 12 billion in 2013 to CFAF 36 billion in 2025).

Until February 2012, mining research and exploration activities were governed by Ordinance No. 99 032/P RM of 19 August 1999 on the Mining Code, as amended by Ordinance No. 013/P RM of 10 February 2000, and its implementing texts, notably Decrees Nos. 99 25/PM RM and 99 255/PM RM of 15 September 1999. In 2012, by Law No. 2012 015 of 27 February 2012, Mali promulgated a new Mining Code. The latter only applies, however, to mining titles granted after 27 February 2012. For companies holding mining rights valid prior to that date, the provisions of the former Code still apply. These existing mining companies are nevertheless entitled to opt for the regime adopted in the new Code. The new Code stipulates, inter alia, that mining companies are required to draw up an environmental and social management plan, as well as a community development plan for the population in mining areas. It further prescribes that 5% of operating companies' capital must be held by Ivorian nationals.

The Government prepared a Mining and Quarrying Sector Plan in 2009. The Plan articulated steps towards developing Jamaica's mineral sector into a world-class sector to increase the value of the nation's mineral resources through responsible environmental stewardship.

In 2014, steps were taken to draft a National Mineral Policy for Jamaica. The Ministry of Transportation and Mining is in the process of reviewing the document with expected submission to Cabinet in 2017. The Policy is said to establish the framework for sustainability within the mining sector, and creates the doorway for establishing an efficiently regulated sector that is able to contribute more significantly to national development with increased competitiveness in the global market. Among the primary objectives of the Policy are: a modernized mineral sector; increased efficiency; a stronger legislative and regulatory framework; and increased investment.

The Ministry of Natural Resources and Environment is responsible for general policy, and for preparing and implementing legislation relating to mining and quarrying. In 2009, the National Mineral Council and the National Forestry Council were disbanded and the National Land Council took over their responsibilities to oversee development of the sector and coordinate policy among central and state authorities. Policy is set out in the National Mineral Policy of January 2009 which aims for the expansion of the sector through a conducive business climate for exploration and extraction while emphasizing sustainable development and environmental protection. The Eleventh Malaysia Plan also emphasizes the sustainable development of minerals.

Exploration licences may be granted for areas between 400 and 20,000 ha for a maximum of 10 years with a possible extension of 5 years. Prospecting licences may be granted for periods of up to 2 years with a possible extension of 2 years. Mining licences may be granted for the expected life of the mine or 21 years, whichever is shorter, with the possibility of renewal. An environmental impact assessment is required for mines of 250 ha or more (Table 4.21). There are no restrictions on foreign companies participating either in their own right, through equity in a local company, or through joint ventures with a local company or companies.
