In terms of fish processing, several long-term trends appear to have come to an end in the 2010-17 period. The quantity of fish for oil and fishmeal production, which had been in steady decline since the early 2000s when it accounted for about two-thirds of total fish processing, has fluctuated since 2010 reflecting reductions in capelin catch which had been mostly used for meal and oil production. On the other hand, the quantity of frozen fish had increased steadily to over half of the total by 2010, but has since declined to 40% in 2015 (Chart 4.5). According to the authorities, the change from long-term trends in the mid-2000s is due to climate change and mackerel and capelin stocks moving further north.

The fuel distributors are obliged to sell a certain share of biofuels in their total annual sale of fuels. In 2015, the quota obligation was increased from 3.5% to 5.5%, and, in January 2017, new rules came into force to further increase it from 5.5% to 7%. From October 2017, the quota obligation was further increased to 8%, and from January 2018 to 10%. There have also been requirements to increase the use of advanced biofuels (those based on waste and sustainable sources and not on food crops). Advanced biofuels are double counted within the quota obligation. From 2017, Norway introduced an advanced biofuels quota obligation of 1.5%, which was increased to 2.5% from October 2017 and to 3.5 % from January 2018. Thus, Norway is encouraging the production of liquid biofuels for road, air, and marine transport from sustainable forest raw materials.

Natural gas is a key component of the Government's fuel diversification programme, and is considered one of the most viable and cleanest alternatives to oil, particularly for use in power generation. In October 2017, the DOE circulated its draft Rules and Regulations Governing the Philippine Natural Gas Industry to stakeholders for comments. This draft policy aimed to create a liberalized market, encourage investment in the gas sector, and transform the Philippines into a liquefied natural gas (LNG) trading and trans-shipping hub in the Asian Pacific region.

Most imported wood products (114 out of the 131 tariff lines in HS chapter 44) face zero tariffs, and the simple average tariff is 1.4%. According to the authorities, 99% of the timber used in Chinese Taipei is imported. Timber and timber products from CITES species may not be imported or exported. There is no requirement to process wood prior to export.

Despite these natural assets, the sector's contribution to the national economy has significantly diminished since the last TPR in 2011, in particular due to overfishing of several fish stocks, an increasingly weak, under-resourced and ill-adapted governance system, and the lack of investment in sustainable aquaculture. The extent of the overfishing has led to severe depletion of fisheries resources and, consequently, loss of interest in Guinean waters on the part of trading partners.

The sector's reform process began in the last review period, with the revision of the regulatory framework, the liberalization of contractual mechanisms, and the restructuring, through privatization, of the major mining companies. During the current review period, the mining legislation was updated to bring it into compliance with international standards. Currently, the mining sector is regulated by the following legal acts: the Mining Code of 2012; the Law on Environmental Supervision; the Law on Promoting of State Regulation of Technical Security; the Law on Environmental Impact Assessment and Environmental Expertise; the Civil Code; the Water Code; the Land Code; the Code on Administrative Offences; the Criminal Code; and the Tax Code.

In February 2015, the NIE (National Institute for Ecology) was designated as the natural environmental risk assessment agency. The NIE also carries out consultation review of LMO food, feed and processing to assess the impact on the natural ecosystem, and monitors the contamination of imported LMOs in Korea.
