At the international level, the DRC ratified the International Plant Protection Convention (IPPC) in April 2015. In the context of the fight against climate change, since August 2015 the DRC has reduced its Intended Nationally Determined Contribution (INDC). It also participated actively in the United Nations Climate Conference held in Paris in December 2015, and supports the effective implementation of the agreement reached at the Conference.

Uganda has prioritized forest restoration; targets are provided in the Government's Vision 2040, NDPII, and the National Forestry Plan (2011/12-2021/22). The main target is to restore forest cover to 24% of the land. Uganda made a pledge in the Bonn Challenge to restore 2.5 million ha of land to forests using the Forest Landscape Restoration (FLR) approach. Restoration options include agroforestry, afforestation, reforestation, natural regeneration, and riparian vegetation restoration in riverine buffer zones.

In Zanzibar, the main legislation is the Forest Resources Management and Conservation Act No. 10, 1996, the accompanying Forest Resources Management and Conservation Act Regulations, and the Forest Import and Export Regulations, 2014. The Act sets out the different forest management areas, licensing procedures, conservation and protection measures, and provisions on fires and offences, and establishes a forestry development fund; and the Regulations set out fees, compensation, and prices of forest products and activities.

The MAGyP is the body responsible for drawing up and implementing forestry plans, programmes and policies, for coordinating and reconciling the interests of the National Government, the provinces and the various subsectors. The Secretariat for Agriculture, Livestock and Fisheries (SAGyP), which is part of the MAGyP, assists with the implementation of plans, programmes and policies for the forestry subsector, in coordination with provincial governments. The objective of the National Agricultural Technology Institute (INTA) is to contribute towards the competitiveness of forestry and industrial forestry throughout Argentina. SENASA and the National Seed Institute (INASE), which also come under the MAGyP, have responsibility for forest; health and control and inspection of seeds in forest; nurseries.

The forestry Production Directorate, attached to the National Directorate of Agricultural and forestry Production in SAGyP's Undersecretariat for Agriculture, assists in formulating and carrying out the responsibilities defined, administers Law No. 25.080 on Investment in Cultivated Woodland and its current extension, Law No. 26.432 (see below) It also monitors compliance from the technical, legal and accounting standpoint. The forestry Production Directorate helps to coordinate the project for sustainable management of natural resources implemented by the MAGyP, together with the Secretariat for the Environment and Sustainable Development (SAyDS) and the sustainable forest; plantations component of the National Parks Administration, with a loan from the World Bank.
