2.168. Based on the development needs related to inputs, agricultural processes, markets and community involvement in rural development, the The National Strategy for Agricultural and Rural Development 2022-2027 (NSARD 2027) defines three general strategic objectives, which aim to strengthen the potential of the resilient agricultural sector to climate change, promote smart, efficient and sustainable agricultural practices, the development of the local market and the increase of the export potential, as well as the support of a sustainable rural socio economic development.

2.2. In terms of economic sectors, the period of 2013-2019 was difficult for the agriculture, forestry, and fishery sector (so-called sector I) with an average growth of only 2.64%. This sector's growth rate reached the lowest point in 2016 at 1.36% compared to the previous year due to the sharp decline in all three sectors (agriculture, forestry, and fishery), mainly due to the impact of adverse weather developments, including the devastating cold in the North at the beginning of the year; prolonged droughts and saline intrusions in the Southern Central and Southern provinces; and continuous flooding at the end of the year in Central Viet Nam. 2016 also incurred several damages in terms of forestry caused by droughts, where the heat led to widespread forest fires in many provinces across the country (...).
