Order relating to the criteria, sub-criteria and scoring system for calculating and displaying the repairability index of high-pressure cleaners): The repairability index consists of a score out of 10 intended to be displayed at the time of purchase to inform consumers of the categories of electrical and electronic products. These criteria are as follows: documentation provided by the manufacturer, ease of disassembly of the product, availability of spare parts, relationship between the price of the most expensive spare part and the price of the original product, usage counter (optional) or other criteria specific to the category of products concerned. This Order applies to high-pressure cleaners. (...) Producers, importers, or other parties placing electrical and electronic equipment on the market, including high-pressure cleaners, shall be required to calculate the index for the categories of products concerned, and to make this information available.

The decree defines for the years 2023 to 2027 the minimum proportion of re-used packaging to be placed on the market annually in France in order to achieve the re-use objectives established by Article L. 541-1 of the Environment Code, namely 5% in 2023 and 10% in 2027. It specifies the producers concerned and provides for the possibility for these producers to group together in a collective structure or use their eco-organization as a basis to fulfil their obligation with regard to re-used packaging. The possibility for producers to use the eco-organization to which they already belong as the basis for extended producer responsibility (EPR) through the payment of an eco-contribution will greatly facilitate the implementation of this new requirement. In return, the decree specifies that eco-organizations licensed for packaging shall be responsible for developing the re-use of packaging for producers. (...)

The Law of 10 February 2020 on combating waste and on the circular economy bans certain single-use plastic products, including containers or receptacles made of expanded polystyrene intended for on-the-spot or on-the-move consumption. The ban seeks to prevent the environmental impact of discarding such single-use plastic products. To prevent any circumvention of this ban, the Decree supplements it by referring to the same products when made entirely or partly of extruded polystyrene, of expanded or extruded polypropylene.

The draft regulations make amendments to national approval schemes for Small-series type approval and Individual approval, which were set up in 2009 as foreseen under Article 23 and 24 of Directive 2007/46/EC on road vehicle approval. The national approval schemes offer manufacturers who sell low volumes of vehicles and sell them only into the UK, an alternative to obtaining European Whole Vehicle Type Approval (ECWVTA) . The regulations include provisions for accepting national approvals from other member states, in line with Articles 23-6, 23-7 and 24-6 of the Directive which specify the Mutual Recognition procedures which must be followed. The technical standards for the national approval schemes have been updated to cover the latest EU regulations on Emissions and Safety, and are closely based on the requirements in the relevant EC Directives.
In addition we are proposing an amendment to passenger car fuel consumption regulations, in order to implement Commission Recommendation of 31.5.2017 on the use of fuel consumption and CO2 emission values type-approved and measured in accordance with the World Harmonised Light Vehicles Test Procedure (WLTP) when making information available for consumers pursuant to Directive 1999/94/EC of the European Parliament and of the Council around the introduction of WLTP testing. |
