Renewable Fuel Standard Program: Canola Oil Pathways to Renewable Diesel, Jet Fuel, Naphtha, Liquefied Petroleum Gas and Heating Oil: In this proposed rule, the Environmental Protection Agency (EPA) is providing an opportunity for comment on a proposed analysis of the lifecycle greenhouse gas (GHG) emissions associated with certain biofuels that are produced from canola/rapeseed oil. This assessment considers diesel, jet fuel, heating oil, naphtha, and liquefied petroleum gas (LPG) produced from canola/rapeseed oil via a hydrotreating process, and proposes to find that these pathways would meet the lifecycle GHG emissions reduction threshold of 50 percent required for advanced biofuels and biomass-based diesel under the Renewable Fuel Standard (RFS) program. Based on these analyses, EPA is proposing to approve these fuel pathways, making them eligible to generate Renewable Identification Numbers (RINs), provided they satisfy the other definitional and RIN generation criteria for renewable fuel specified in the RFS regulations.

The Environmental Protection Agency (EPA) is proposing a rule under the Toxic Substances Control Act (TSCA) to address the unreasonable risk of injury to health it has identified for conditions of use of chrysotile asbestos following completion of the TSCA Risk Evaluation for Asbestos, Part 1: Chrysotile Asbestos. TSCA requires that EPA address the unreasonable risks of injury to health and environment by rule and to apply requirements to the extent necessary so that chrysotile asbestos no longer presents such risks. Therefore, (...) EPA is proposing to prohibit manufacture (including import), processing, distribution in commerce and commercial use of chrysotile asbestos for chrysotile asbestos diaphragms for use in the chlor-alkali industry, chrysotile asbestos-containing sheet gaskets used in chemical production, chrysotile asbestos-containing brake blocks used in the oil industry, aftermarket automotive chrysotile asbestos-containing brakes/linings, other chrysotile asbestos-containing vehicle friction products, and other chrysotile asbestos-containing gaskets. EPA also is proposing to prohibit manufacture (including import), processing, and distribution in commerce of aftermarket automotive chrysotile asbestos-containing brakes/linings for consumer use, and other chrysotile asbestos-containing gaskets for consumer use. EPA is also proposing disposal and recordkeeping requirements for these conditions of use.

2021 Appliance Efficiency Rulemaking for Air Filters: Proposes to adopt changes to the air filter regulations contained in the California Code of Regulations (CCR), Title 20 (the "Proposed Action"). The California Energy Commission (CEC) proposes to update the testing, certification, and marking requirements for air filters. The CEC proposes modifying the existing scope for air filters to clarify that only air filters for ducted systems are covered by the regulation. The CEC also proposes to update the test procedures to the most recent iterations of the American National Standards Institute/American Society of Heating, Refrigerating and Air-Conditioning Engineers Standard 52.2-2017 and the Air-Conditioning, Heating, and Refrigeration Institute Standard 680 (I-P)-2017 test methods. The Risk Management Document provides an assessment of risk management options to regulate Cydalima perspectalis (Box tree moth) in Canada.
Cydalima perspectalis, box tree moth (BTM), is native to East Asia and has become a serious invasive pest of Buxus spp. plants in Europe. In 2018, three moths were reported in Ontario, Canada, and pest presence was confirmed by the Canadian Food Inspection Agency (CFIA) in November that same year.

The risk management document includes a summary of CFIA's risk assessments on C. perspectalis and presents three pest risk management options for the pest in Canada under the authority of the Plant Protection Act:
• Option 1 Status quo: No specific phytosanitary measures for C. perspectalis.
• Option 2 Federal regulation of the pest: Creation of a localized regulated area in the Greater Toronto Area (GTA) and Niagara peninsula (municipalities with positive detections in 2021) .
• Option 3 Federal regulation of the pest: Creation of a regulated area for all of Ontario (recommended) .

Energy Conservation Program: The Energy Policy and Conservation Act, as amended ("EPCA"), prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including small, large, and very large commercial package air conditioning and heating equipment, of which air cooled, three-phase, small commercial air conditioners and heat pumps with a cooling capacity of less than 65,000 Btu/h and air-cooled, three-phase, variable refrigerant flow air conditioners and heat pumps with a cooling capacity of less than 65,000 Btu/h are categories. EPCA requires the U.S. Department of Energy ("DOE" or "the Department") to consider the need for amended standards each time the relevant industry standard is amended with respect to the standard levels or design requirements applicable to that equipment, or periodically under a six-year-lookback review provision. For the three-phase equipment that is the subject of this notice of proposed rulemaking ("NOPR"), DOE is proposing amended energy conservation standards that rely on new efficiency metrics and align with amended efficiency levels in the industry standard.
