Earthworm Permits: Beginning 1 October 2022, the U.S. Department of Agriculture, Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ) will require all stakeholders who import earthworm species into the United States to request and obtain a PPQ 526 pest permit and to comply with rearing and shipping requirements. Earthworms ingest soil that may contain animal and plant pathogens that could be transported inside the worms, putting U.S. animals and plants at risk. In addition, APHIS considers some exotic earthworms plant pests because they disrupt the soil and may cause undesirable impacts on plant growth and diversity . As notified in G/LIC/N/3/USA/18 , and outlined in paragraph 1.1 of the notification, import permits are required for the importation of most plants and some plant products, to protect against the introduction of pests and diseases. Permits are also required for the import, export or re-export of terrestrial plants that are on the endangered species list. Permits are only issued to a firm or individual resident in the United States. PPQ form 526 is already required for plant pests, biocontrol agents, and Federal Noxious Weeds. Earthworms are being added to the list of plant pests and pathogens and host materials requiring a permit.

The Resolution of the Cabinet of Ministers of Ukraine On Approving the List of goods export and import of which is subject to licensing and quotas for 2020 - No. 1109 of 24 December 2019 - Ministry for Development of Economy, Trade and Agriculture of Ukraine considers licenses applications and its issues. The Ministry obtains prior approval of importation of ozone -depleting substances and goods that can contain ozone -depleting substances from the Ministry of Energy and Environmental Protection of Ukraine in the order of interagency exchange of information without juridical entity involvement.

The Resolution of the Cabinet of Ministers of Ukraine “On Approving the List of goods export and import of which is subject to licensing and quotas for 2019” No 1136 of 27 December 2018 approves the list of goods which are subject to import licensing in 2019.
The Resolution specifies goods falling under the system of automatic licensing and administrative bodies responsible for issuing of approvals to obtain a license for importation of particular categories of goods under this system of licensing as well as certain goods subject to non-automatic licensing. The Regulation specifies namely: -- list of goods (ozone-depleting substances), import of which is subject to licensing, such as carbon tetrachloride, methyl bromide etc., -- list of goods that can contain ozone-depleting substances, import of which is subject to licensing (except goods transported in containers with personal articles), such as medical drugs, synthetic organic colorants, paints and lacquers based on synthetic polymers etc., (...) |

ozone-depleting substances, export and import of which is subject to licensing, such as carbon tetrachloride, methyl bromide etc. and goods that can contain ozone-depleting substances, export and import of which is subject to licensing (except goods transported in containers with private property), such as medical drugs, synthetic organic colorants, paints and lacquers based on synthetic polymers etc. |
