To promote tourism projects that provide energy efficiency, use modern sustainable technologies in the field of construction and sustainable land use.
2. Brief description of the programme
The basic objectives of the programme is construction, restoration and modernization of tourism infrastructure in accordance with natural, cultural and landscape characteristics of a certain area (for instance accommodation facilities, use of thermal water, entertainment and recreational facilities, experience centres, ski facilities - cableways, congress centres, youth centres and other youth infrastructure). The state aid under the "Operational Programme for Strengthening Regional Development Potentials 2007-2013, tourism development projects is intended for both, public and private investors, where projects of the tourism SMEs are preferential. Particular consideration is given to the tourism investment projects that providing high level of energy efficiency, to projects that protect natural resources, to projects that use modern sustainable technologies in the field of construction and sustainable land use which contribute considerably to overall sustainable development. Due to problems relating with visibility of Slovenia as attractive tourism destination, the programme objectives are oriented as well toward development of adequate destination management structures at local and regional level, to enhancing know-how on integrated sustainable management methods and to activities in the area of destinations promotion and marketing particularly on promotion of tourism trademark Slovenia.

3.1.9 AVANZA GREEN ICT SUBPROGRAMME
1. Title of the programme
The Avanza Green Information and Communication Technologies (ICT) Subprogramme is aimed at projects that focus exclusively on innovation in the following thematic areas: ICT-based systems and tools that facilitate the reduction of green house gas emissions; ICT-based systems and tools that lead to improved energy efficiency and intelligent energy management; ICT-based technologies and tools that facilitate the substitution of traditional production processes by other more efficient and optimized processes; and ICT-based applications and systems for electric vehicles. All this seeks to benefit enterprises, in particular SMEs.
|
6. Beneficiaries
Support is available to enterprises, private research bodies, and business groups or associations, as defined in Annex IV of Order ITC/362/2011 of 21 February.
The competitive application process is open to anyone who wishes to conduct innovation projects or activities in the various thematic areas defined as of interest by the subprogramme. A single advance payment is made in respect of the activities being supported, irrespective of whether the project is being implemented on an annual or a multi-year basis.

To protect the environment and promote energy research and innovation.
The STEM programme aims at promoting energy research and innovation in order to create conditions for effective energy markets, secure energy supply and the protection of the environment, health and climate. Both Vinnovas' and STEMs' programme has been extended to also include aid for innovation. These figures are therefore included below.

Support for Research, Development and Innovation.
The major operators of Swedish Support for Research, Development and Innovation (R&D&I) to the industry sector are the Swedish Agency for Innovation Systems, Vinnova, and The Swedish Energy Agency, STEM.
|
Universities and firms.
Support is granted to universities, technological research institutes for basic research, co-operative research institutes (i.e. institutes financed jointly by government and industry) and to individual firms and inventors. Aid to industry is considered as state aid by EU law and has to be approved by the European Commission. A precondition for receiving support in the form of grants is that the result of the supported project is made public.
All firms, regardless of industry, are eligible. However, the support is focused on small firms and individual innovators. The support to firms and individual inventors is in the form of soft loans with conditional repayment. A loan can cover up to 50% of project costs. Repayment, including market interest rate, is required if a project becomes commercially successful. The duration and other terms of the loan are dependent on the objective of the loan and various economic factors. Costs for personnel, material and supplies related to R&D&I, instruments and equipment, IPR, consulting bought-in research etc. are eligible for aid. Other possible aid should be taken into account before the decision of support is made. In practice, projects supported by other state aid schemes do not normally receive support from VINNOVA. To the extent that this occurs, the aid ceilings apply to the combined aid.

3. Policy objective
The objective of the measure is environmental protection by encouraging energy saving and the use of renewable energy sources. More precisely, the aid aims at reducing the use of electricity. CO2-emmissions will thereby be reduced, since the electricity that will be replaced is often produced from fossil fuel.

1 CARBON TRUST APPLIED RESEARCH OPEN CALL |
Environment related objective
|
To support low-carbon technologies that leads to environmental benefits.
2. Policy objectives
The purpose of the Carbon Trust Applied Research Open Call is the reduction of green house gas emissions with particular emphasis on reduction of emissions from UK sources. By supporting the development of low- carbon technology, the Carbon Trust aims to bridge the funding gap in the market caused by the presently existing lack of internalization of carbon costs. Carbon Trust funding will help to secure the funding continuum that is vital to the successful delivery to market of low carbon technologies. The purpose of the scheme is to support the United Kingdom and the European Community in meeting, as a minimum, their international commitments under the Kyoto Protocol.
The development of low- carbon technologies will lead to clear horizontal benefits. It will in particular lead to environmental benefits and simultaneously to increased levels of energy (carbon) efficiency for energy users. UK Energy use is evenly divided between buildings, industry and transport. Positive benefits flowing from the development and use of new low- carbon technology will therefore not be sector specific but accrue across all sectors. The development of low carbon technology will benefit a wide range of industries as well as society as a whole.

Environment related objective

To promote energy efficiency.
2. Policy objectives
Combined heat and power (CHP) is a low- carbon technology, which can be between 25 and 30% more efficient in primary energy usage than more traditional forms of secondary energy generation. The aim of the scheme is to encourage more usage of this type of power generation, which is currently at a competitive disadvantage due to the fact that it is significantly more expensive to produce power from CHP than from conventional power plants.
The EU Cogeneration Directive (2004/8/EC) came into force on 21 February 2004, allowing Member States until 21 February 2006 to transpose it into national law. The Directive places an obligation on Member States to ensure that support for CHP is based on useful heat demand and primary energy saving s. It sets out a methodology for assessing the energy efficiency of CHP schemes based on harmonized efficiency reference values for the separate production of heat and power.

12 LANDLORD'S ENERGY SAVING ALLOWANCE |
Environment related objective
|
To increase energy efficiency in residential properties.
2. Policy objectives
Increasing energy efficiency in residential property can make a significant contribution to reducing carbon emissions. There is a particular need for action targeted at the rented residential sector, since such properties produce more emissions than other homes. This reflects a market failure in the residential rented property sector, which discourages landlords from improving the energy efficiency of the properties that they let. There is a real incentive for a homeowner to improve the energy efficiency of their home, which does not exist for landlords.
