This procedure is in conformity with the Cartagena Protocol on Biosafety to the Convention on Biological Diversity and the Convention on the Prohibition of the Development, Production and Stockpiling of Biological and Toxin Weapons and on their Destruction.

1.1.1.3.1 A licence is required to import substances that have the potential to deplete the ozone layer (otherwise known as ozone-depleting substances or ODS), and products, equipment and technologies that use these substances. The purpose of this requirement is to ensure that emissions and the use of these substances at national level are maintained at the levels and within the ranges that are authorized under international commitments.
This is in compliance with Cuba's obligations as a signatory to the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol on Substances that Deplete the Ozone Layer. |

1.1.1.3.2 Importation into Cuba of the substances listed in Schedules 1, 2 and 3 of the Chemical Weapons Convention (CWC) and those regulated by the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade, 1998, to which Cuba is party, is subject to an import licensing system which ensures that these substances are used for purposes not prohibited by the CWC or the Rotterdam Convention. Such licences are granted only to properly established legal persons.

This provides a means of controlling the sources entering the country and ensuring that the use to which they will be put is proper and safe. Authorization is also required to import nuclear materials and significant components so as to verify that they are being imported for peaceful and authorized purposes, in accordance with the safeguards regime for such materials.
