17. Industrial Chemicals: Australian Industrial Chemicals Introduction Scheme (AICIS), established under the Industrial Chemicals Act 2019 (IC Act). AICIS aids in the protection of the Australian people and the environment through the regulation of the introduction of industrial chemicals, the assessment and evaluation of the introduction and use of certain industrial chemicals and providing information and recommendations to promote their safe use. These chemicals are considered to be highly toxic and virtually indestructible and a considerable danger to the environment. PCB waste may also be imported under the Hazardous Waste (Regulations of Exports and Imports) Act 1989, provided all the requirements of that Act have been met.

22. Ozone-depleting substances and synthetic greenhouse gases: The import, export and manufacture of the ozone depleting substances - chlorofluorocarbons, halons, carbon tetrachloride, methyl chloroform, bromochloromethane and methyl bromide (for non quarantine and pre-shipment use) is prohibited under the Montreal Protocol except where an essential or critical use exemption has been granted by the parties to the Montreal Protocol. The phase out of ozone depleting hydrochlorofluorocarbons (HCFCs) under the Montreal Protocol is almost complete. Control measures for HFCs under the Kigali Agreement to the Montreal Protocol commenced on 1 January 2019 to phase-down the production and import of HFCs. Australia's Montreal Protocol obligations are implemented through licensing controls and quota restrictions on HCFCs and HFCs, and licensing of imports of methyl bromide.

1.5 Fluorinated gases including hydrofluorocarbons (HFCs): Companies must have a prior valid licence registration to import and export fluorinated gases (F gases). Further, for import of bulk hydrofluorocarbons (HFCs) it is a requirement that the quantity of HFCs placed on the market (e.g., import released for free circulation) are covered by quota on an annual basis. Importers and exporters of HFCs to and from Great Britain must register with the Environment Agency in the Great Britain quota system. Importers and exporters to and from Northern Ireland must register with the European Commission in the European Union quota system. In addition, importers placing on the market refrigeration, air conditioning and heat pump equipment charged with HFCs must also be registered and the quantities of HFCs must be accounted for within the quota system at the time of import. Also, the placing on the market of certain products and equipment containing F-gases with a certain global warming potential are prohibited (...).

Ozone depleting substances import licences are issued by the Trade and Industry Department under delegation from the Environmental Protection Department. The imports of ozone depleting substances are banned unless such imports are allowed under the Montreal Protocol on Substances that Deplete the Ozone Layer. All other ozone depleting substances (except for essential or critical uses) are fully banned, only the importation of hydrochlorofluorocarbons (HCFCs) for local consumption is subject to quantitative restriction and import licences.
